Section B: Description of the Supplies/Services Required

The fire department's MAFT T-2000 Aircraft trainer does not operate as required. During routine maintenance a deficiency was discovered that does not allow the system to be consistently started. An updated computer and modifications to the control panel is required.

Section C: Justification for Soliciting from a Single Source

The manufacturer KFT Fire Trainer GmbH has no authorized partner or 3rd party company to perform any preventive, corrective or remote support on their systems. The items are specifically designed, built and installed by KFT. KFT is the Original Equipment Designer, Manufacturer and Installer of the MAFT Advances Structural Fire Trainer T-2000 Product Line which was created using KFT's proprietary designs and commissioned at various USAF bases. KFT is the designer and proprietor of the control system architecture installed in this MAFT-2000 Aircraft Trainer. We have a letter from the contractor stating the above. The MAFT currently used on-base was purchased by the customer for about 8 years ago. This requirement is for a MAFT Upgrade which includes replacing parts, software upgrade and initial training for fire fighter personnel. Since the upgrade is estimated at , it is recommended using contractor KFT as a single source instead of purchasing a new system for or even more by taking today's prices into account.

Section D: Efforts to Obtain Competition

None as of right now due to the proprietary nature.

Section E: Steps to Preclude Future Single Source Awards

With future fire training purchases we will try to ensure there is no proprietary system. Market research already showed that there are other companies who sell a MAFT. Pro-Safe Fire Training Systems Inc. has a MAFT available for sale. There is also one GSA contractor, Kirila Fire Training Facilities, Inc., who has a MAFT for sale in the amount of . These contractors' websites did not have a statement about proprietary elements contained in their systems. Future market research will show if these contractor have proprietary systems or not.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
