PERFORMANCE WORK STATEMENT (PWS)
EMS Paint Booth
SPANGDAHLEM AIR BASE (AB), GERMANY (GE)
17 May 2016
1. GENERAL
1.1. Scope of Work: The current Lutro paint booth in Building 99 does not meet Corrosion
Control workload requirements or current Bio-Environmental standards. Installing a larger paint booth is necessary to meet these requirements. The Contractor shall provide all personnel, equipment, tools, materials, supervision, instruction manuals, transportation and all other items and services necessary for the installation of a paint booth in Bay 2 of Building 99, as outlined in this PWS.
2. GOVERNMENT FURNISHED ITEMS AND SERVICES
2.1. Government Furnished Equipment: Government will provide access to Building 99.
2.2. Government Furnished Technical Guidance: The government will provide access to the work area-specific written hazardous communication (HAZCOM) program to ensure the contractor is fully aware of the hazardous chemicals he/she may come in contact with.
Government will also provide the following technical guidance to ensure safety and fire protection requirements are met:
2.2.1. Work Area-Specific Hazardous Communication Program.
2.2.2 AFI 32-2001, Fire Emergency Services (FES) Program.
2.2.3. SABI-32-2001, Fire Protection and Prevention.
2.2.4. NFPA 33, Standard for Spray Application Using Flammable or Combustible Materials.
2.2.5. AFI 91-203, Air Force Consolidated Occupational Safety Instruction.
2.2.6. USAFE 91-203, Air Force Safety and Occupational Health for Local National Employees in Germany.
2.2.7. UFC 3-600-01, Fire Protection Engineering for Facilities.
3. CONTRACTOR FURNISHED ITEMS AND SERVICES
3.1. Management and Expertise: Contractor will provide at least one manager/foreman to oversee employees and all operations pertaining to the contract. Contractor will provide a sufficient number of employees to ensure completion of each item pertaining to the contract.
3.2. Removal of Old Paint Booth: Contractor will disassemble the old paint booth in Building
99 and palletize parts for government turn-in. Contractor is responsible for disconnecting and safely capping all airlines, fire suppression lines/equipment, electrical components; to include wires, outlets and circuit breakers, and water lines to ensure no hazards are present. Contractor is responsible for ensuring area is clean after removal of paint booth. The Aqueous film forming foam (AFFF) attached to the existing paint booth contains a total of 1.17 microgram per liter perflourinated chemicals (PFT). The AFFF needs to be disposed as hazardous waste IAW the German Law.
3.3. Repositioning of Walk-In Steel Blast Booth: Prior to installation of the new paint booth, the Contractor will re-position the walk-in steel blast booth to create adequate floor space for the new paint booth. Contractor is responsible for disconnecting/reconnecting all equipment/parts to accomplish the repositioning. After repositioning the blast booth, the Contractor is responsible for ensuring the blast booth is 100% operational, meeting minimum Bio-Environmental airflow standards.
3.4. Installation and Assembly of New Paint Booth: Contractor is responsible for procuring all parts, equipment, tools and, materials required to assemble and install the new paint booth.
3.4.1. Contractor is responsible for installation and assembly of the new paint booth to include modification of building 99 to install the exhaust duct(s), installation of the heating system, installation and connection of the electrical system including lights, installation of the pneumatic air system, and installation of filtration system with required filters.
3.4.2. The paint booth must meet the following specifications:
Interior Dimensions Length 12000mm x Width 6000mm divisible into two 6000mm x
6000mm chambers. Minimum height requirement is 3600mm.
Roll-Up Doors Will have 3 each electric roll-up doors, 1 door on the front, an internal rollup divider/door inside the booth, and 1 door on the back.
External roll-up door dimensions must be: Width-4000mm x Height
3500mm. Internal roll-up divider/door must be width of booth.
Personnel Doors Will have 4 each personnel doors for entry/exit. Must have 2 personnel doors for each chamber.
Heating System Building 99 has gas heating. Contractor is responsible for hooking up heat from the facility to the booth. Booth will have 2 separate heating units and 2 temperature control panels (1 unit for each chamber).

Will have built-in fire suppression system and alarm that meets requirements outlined in AFI 32-2001, SABI-312-2001, NFPA 33, AFI 91-203, and UFC 3-600-01.
Air Attachments Will have 8 each internal pneumatic air hose fitting attachments (2 on each interior wall within each chamber).
Lighting Booth will have built-in lighting system to provide adequate light for painting operations.
Ventilation/Filtration Contractor will install all required ventilation ducting. Booth must have a 3-stage filtration system and a built in Magnehelic pressure monitoring system. A set of new filters will be installed by the
Contractor during construction/installation process.
Warning Signs/Labels Paint booth will have all required warning and caution signs/labels to include explosion proof exit lights.
Other Requirements Paint booth will have a minimum of 915mm of space around the exterior of the paint booth to the facility walls or surrounding equipment and sufficient room around front roll-up door to allow for entry of parts and equipment.
*Aqueous film forming foam (AFFF) or other fire suppression materials used in fire suppression systems shall be free of perflourinated chemicals (PFT). If PFT-free products are not available, the sum of the product's PFT parameters product shall not contain more than 10 nanograms per liter (ng/l) in total. The sum of the following are the PFT parameters shall not exceed 10 ng/l:
Perfluorooctane Sulfonic Acid, Perfluorooctanoic Acid, Perfluorobutane Sulfonic Acid, Perfluorobutanoic Acid, Perfluoropentanoic Acid, Perfluorohexane Sulfonic Acid, Perfluorohexanoic Acid, Perfluoroheptanoic Acid, Perfluorooctanesulfonamide, Perfluoronanoic
Acid, Perfluorodecane Sulfonic Acid, Perfluorodecane Acid, Perfluordodecane Acid, Sum
Perfluorooctane Sulfonic Acid and Perfluorooctanoic Acid. The contractor shall provide analytical data detailing the PFT constituents and concentrations for fire suppression materials.
3.5. Records: The Contractor will supply the government with all instruction and parts manuals for the new paint booth upon completion of assembly.
3.6. Warranty: All parts and equipment will be covered by a one year warranty to begin at the time of completion of required items in this PWS and acceptance by the government.
4. GENERAL INFORMATION
4.1. Hours of Operation: Contractor shall perform the services required under this contract during the following times: Monday through Friday (excluding legal U.S. holidays, 52 FW Goal
Days, and USAFE Family Days), beginning at 0700 hours and ending at 1600.
4.2. Contract Employees: The contractor shall not employ persons for work on this contract identified to the contractor by the CO as a potential threat to health, safety, or government security.
4.3. Employee Training: The contractor is responsible for ensuring each employee is trained prior to completing a contracted task.
4.4. Safety: The Contractor shall be responsible for ensuring that all employees adhere to safety guidelines as provided in AFI 91-203 Air Force Consolidated Occupational Safety Instruction and USAFE 91-203 Air Force Safety and Occupational Health for Local National Employees in
Germany.
5. QUALITY ASSURANCE
5.1. The government will perform a 100% quality acceptance inspection after completion of each contracted item.
