AMENDMENT 0001 F3V3E12121A001
The purpose of this amendment is to answer questions regarding this solicitation, revise
Appendix 1 and Appendix 2 of the Performance Work Statement (PWS), and revise the
Price Exhibits.
The following questions and answers are provided:
Question 1: Price exhibit-A includes the 40 washers for Lodging which will be installed in the future. When will these washers be installed during the base year?
Answer 1: Projected 40 washers will be required upon completion of facility renovation to repair drainage piping. Currently the project is unfunded; therefore, the date and year of the installation is unknown.
Question 2: Price exhibit-a does not include the 57 washers 25 gas dryers and 32 el. dryers for
Dormitory use in the future. Where does bidder include the price for these units and when do you expect them to be installed?
Answer 2: Bldgs 634 and 690 have been moved from the Future Requirement Category to the
Dormitory Category on Appendix 1. Price Exhibits A through E include a place for the bidder to insert prices for 57 washers, 25 gas dryers and 32 electric dryers for buildings 634 and 690. A revised Price Exhibit changed the type of dryers in Bldg 634 from gas to electric.
Question 3. Will the contractor have the Month of October 2012 to install all of the units?
Answer 3: In accordance with Para 1.2 of the PWS, the phase-out of old appliances and phase-in of new appliances shall be performed during the 30 day period preceding expiration of the current contract. The current contract expires 30 Nov 2012; therefore the phasing-in of new appliances could begin as early as 1 Nov 2012, depending on when the CO accepts the contractors’ Phase-in schedule.
Question 4: Please provide the name of the present contractor.
Answer 4: Excalibur Laundries, Inc.
Question 5: Please provide the number and type of abuses of units during the present contract.
Answer 5: Two washer consoles were damaged/dented by occupant.
Question 6: Please provide the number of relocation's and removals of units during the present contract.
Answer 6: FY11 – 300 appliances relocated. FY12 – 10 appliances relocated.
Question 7: Page 26 Attachment 2 the future summary does not include 32 electric dryers listed in future category, included however in the gas dryers. Building 1600 includes 40 washers with no corresponding dryers? Please explain
Answer 7: The PWS has been revised to correct the numbers for the future requirements in the summary section. There are no future requirements for dryers in building 1600.
Question 8: Building Plans have a drawing for Building 540 which indicates "huge dryer/huge washer" is not listed on summary Matrix... Which is correct?
Answer 8: Appendix1 of the PWS has been revised to include 1 washer and 1 gas dryer for
Building 540. New floor plan attached.
Question 9: 1.3.1 PWS states "largest capacity appliance which will fit in the designated area...”
This will always be a front load washer due to the lack of an agitator mounted in the tub but at a greater price per unit in initial cost and provision for maintenance. Is this the procurement strategy to source only frontload equipment?
Answer 9: The requirement specifies largest capacity appliance. The requirement does not specify front load washer versus top load washer. Reminder that the washers must meet energy star requirement.
Question 10: While not guaranteed does a schedule of future equipment needed by fiscal yr.
exist.
Answer 10: Bldgs 634 and 690 have been moved from the Future Requirement Category to the
Dormitory Category on Appendix 1. Bldg 1600 – Date of drainage renovation project unknown.
Question 11: Could we get price exhibits on FBO in Excel?
Answer 11: No. Per guidance, all documents must be scanned and converted to a Portable
Document Format (PDF) before releasing for public consumption.
Question 12: Will an SF 1449 be issued for this solicitation?
Answer 12: A SF 1449 will not be used for this solicitation. The Combined Synopsis/
Solicitation constitutes the only solicitation that will be posted.
Question 13: Who is responsible for cleaning the space under, behind and around the existing washers and dryers (and vents) once they are removed and before the new machines are installed?
Answer 13: The government would expect a team effort from outgoing and incoming contractors. It would be in the best interest of the incoming contractor to ensure the area is thoroughly cleaned because they will be responsible Scheduled Monthly Cleaning (reference
PWS, Para 1.7) the following month.
Question 14: Will the machines described in "future requirements", paragraph 1.5, be required to be out of the box new?
Answer 14: Appliances shall be new, out of the box, unless otherwise mutually agreed on, in writing, by the Contracting Officer and the contractor.
Question 15: Will the drains in buildings 1600, 596 and 1659 be properly repaired/opened before the installation of the new washers?
Answer 15: The Government is aware of a future drainage renovation project for Bldg 1600;
however, funding is currently not available. The Government is not aware of any other facility with entire drainage problems. Occasionally individual situations arise when drains need to be addressed and unclogged but this is on a case-by-case basis versus a facility issue; the contractor will notify the Government of any drainage issues.
Question 16: Paragraph 1.8.1 requires the vents to be cleaned "by any means necessary." Since this will require disassembling vents, removing sheet rock and portions of walls, who is responsible for the cost to repair construction type of work?
Answer 16: The Government does not want the contractor to remove sheet rock or portions of walls to meet the intent of the duct cleaning requirement. However, disconnecting/moving appliances, exhaust louvers, grills and access covers may need to be accomplished to meet the requirement.
Question 17: Is the cleaning of the machines, floor area around the machines, etc discussed in paragraph 1.7 required on a monthly basis - or an on-going basis? Another words, would the contractor be responsible for cleaning the machines once a month or cleaning the machines on a daily or near daily basis?
Answer 17: Monthly
Question 18: When cleaning the floor area around the machines, how great of a perimeter is required to be cleaned around each machine?
Answer 18: In front of the appliance to the wall and on both sides. The Government is not requiring the contractor to clean the entire laundry room.
Question 19: Who is responsible for cleaning the walls behind the washers and dryers?
Answer 19: The contractor is not required to provide maintenance to the wall; however the contractor is required to ensure the wall is free of lint and debris.
Question 20: Would the contractor be responsible for cleaning the washers and dryers in the individual living quarters of the houses and apts in building 1670 and Sky Court?
Answer 20: Yes
Question 21: Paragraph 1.9.2 discusses the requirement of replacing a machine which is out of order more than 72 hours. If this occurs, does the replacement machine need to be out of the box new?
Answer 21: Appliances shall be new, out of the box, unless approved, in writing, by the
Contracting Officer.
Question 22: Each dryer has an exhaust vent hose which is attached to the back of the dryer and then to a wall vent connected to the wall behind the dryer. When were the vents last cleaned and who cleaned them?
Answer 22: It is expected the flexible exhaust dryer duct is the appropriate length and does not get clogged/backed up and create a fire danger. The contractor shall ensure the flexible duct operates as designed and if necessary clean or replace the ducts. Refer to PWS, Paragraph 1.8 for Permanent Exhaust-Duct cleaning requirements.
Question 23: Will the contractor be responsible for cleaning the vents from the back of each dryer to where the vent enters the wall behind the dryer only?
Answer 23: It is expected the flexible exhaust dryer duct is the appropriate length and does not get clogged/backed up and create a fire danger. The contractor shall ensure the flexible duct operates as designed and if necessary clean or replace the ducts. Refer to PWS, Paragraph 1.8 for Permanent Exhaust-Duct cleaning requirements.
Question 24: Will the Air Force provide the contractor a secure staging area where washers and dryers can be received, assembled and prepared for installation?
Answer 24: No secure staging area will be provided. However, at each location, the contractor can coordinate with the facility manager for a place to park and deliver appliances. No appliances or packaging shall remain overnight on the outside of the facility.
Question 25: Will the Air Force provide the contractor a location where packing material removed from the washers and dryers can be disposed?
Answer 25: Reference PWS, Paragraph 1.3. NOTE, for guidance on recycling material.
Packing material that is not recyclable must be disposed of at an off-base location.
Question 26: Will the contractor be allowed to use elevators in building where where washers and dryers are to be installed?
Answer 26: Reference PWS, Paragraph 1.2. “Building elevators are available for contractor use for all multi-level facilities with the exception of Bldgs 596 and 776.”
Question 27: How many dryers require three prong electrical plugs and how many require four prong electrical plugs?
Answer 27: Quantity of each is not available. In accordance with PWS, Paragraph 1.3.
“Contractor shall furnish all parts and accessories necessary to connect appliances at no additional cost to the government.”
Question 28: Please provide detailed requirements for the monthly cleaning and the quarterly cleaning and labeling requirements. How do they differ?
Answer 28: Detailed requirements for Monthly Cleaning are outlined in PWS, Paragraph 1.7.
Detailed requirements for Quarterly Cleaning are outlined in PWS, Paragraph 1.8. Detailed requirements for Appliance Labeling are outlined in PWS, Paragraph 1.6. Detailed requirements for Quarterly Permanent Exhaust-Duct Labeling are outlined in PWS, Paragraph 1.8.2.
