Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

November 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 4th Contracting Squadron, Seymour Johnson AFB

Project/Program Name: DCBR Radar Detection Warranty

Purchase Request / Local ID Number: F3T1SS9141AW01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

Recertification for extended warranty, continuing service, maintenance, monitoring, calibration services for MERLIN SS200ti radar equipment.

Section C: Justification for Soliciting from a Single Source or Brand Name

DeTect, Inc is the manufacturer of the MERLIN SS200ti equipment in use at Dare County Bomb Range. The equipment needs to be recertified to qualify for an extended warranty, and from there requires monitoring and maintenance certified by DeTect to remain eligible for warranty repair and servicing. DeTect does not certify the work of any other firm's technicians and will not honor the warranty or ensure the function of DCBR's existing radar equipment. The technology is specialized, proprietary, and requires careful monitoring, calibration, and maintenance that is not available from any other source. These services are essential due to the integral nature of bird detection technology to the safety of pilots and the training mission of Seymour Johnson. The inability to detect birds halts sorties at an estimate cost of 36 training hours per day when training would otherwise be conducted. Making repairs without a service agreement requires weeks or months of delay and reliance on State-level aviation equipment, which does not provide an accurate measurement of the conditions around DCBR, whereas with a service agreement, down equipment can be restored in days. An alternative solution is purchasing replacement radar equipment altogether, at an estimated re-procurement cost of at least $300K, or obtaining repairs on a case by case basis to the degradation of the flying mission while the equipment is down. These re-procurement costs and losses would not be recuperated and therefore outweigh the cost of recertification and warranty. Recertification and warranty represents the best value to the Government.

Section D: Efforts to Obtain Competition

DeTect was contacted to discuss the terms of their warranty equipment maintenance. They were asked what firms, if any, had the ability to work on their equipment. Furthermore, they were asked if they would provide training to a local company and subcontract, or what other methods were possible to maximize competition. DeTect stated that they authorized no personnel other than their employees to perform the required services and would not certify work performed or continue to provide calibration and monitoring of the equipment. An Intent to Sole Source to DeTect, Inc was posted on 6 June 2019 and closed 11 June 2019 with zero (0) responses received. This serves as further confirmation that DeTect, Inc is the only responsible vendor capable of fulfilling this requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, the market will be surveyed to see what firms exist that are able to provide these services and provide warranty for the equipment. Future purchases of radar equipment will consider the viability of user-servicing, or the ability for more general service and maintenance contractors to operate on the equipment.
