BRAND NAME JUSTIFICATION

A: General Contract Information Contracting Activity: AFSC/PZIOB Purchase Request/Identification Number: F3QTDL8240A001 Project/Program Name: 461st OG Cell Boosters Estimated Total Contract Cost: $24,674 (Based on customer supplied estimate)

B: Description of the Supplies/Services Required The 461st Operations Group at Robins Air Force Base has a brand name requirement for SureCall Force5 2.0 cellular signal boosters to improve wireless service in buildings 2051 and 2079.

C: Justification for Soliciting for a Brand Name This is a brand name requirement for the following reason. According to my market research, SureCall is the only manufacturer of FCC Part 15 Class B compliant consumer cellular boosters with a stand-alone enterprise remote management capability. Remote management capability is of significant benefit to the government by improving the productivity of communications personnel tasked with operating and maintaining this equipment. Additionally, remote management capability will allow communications personnel to monitor the equipment in real-time for radio frequency interference issues.

Even though this product is unique to one manufacturer it can be purchased from several sources (see paragraph D).

D: Efforts to Obtain Competition Market research in accordance with FAR Part 10, was conducted in July and August 2018. Internet based research determined that there are three major competitors in the cellular booster market. (1) Wilson Amplifiers, (2) HiBoost, and (3) SureCall. The government’s requirement is for a consumer class FCC Part 15 Class B compliant cellular booster with a coverage area of approximately 25,000 square feet. Additionally, the cellular booster must have the ability to connect multiple internal antennas due to radio blocking construction materials used in internal spaces. Each of the above competitors has comparable products meeting these two requirements.

(1) Wilson Amplifiers Model: Wilson Pro 1000C Commercial Signal Booster Kit | 460242

(2) HiBoost Model: HiBoost Commercial 30K Pro Signal Booster Kit | PRO25-5S-LCD

(3) SureCall Model: SureCall Force5 2.0 Signal Booster Kit | SC-PolyO2-72-OD4

Of the three above products only the SureCall offering includes a stand-alone enterprise remote management capability. The Wilson product offers the “Wilson Pro Cloud Service” that provides a remote management capability. However, as a cloud based service, Wilson Pro Cloud establishes connections to servers outside of government control and therefore represents a security risk. For this reason it is not a recommend source.

The following are authorized resellers capable of providing SureCall products:

3G Store 770 Industrial Drive, Suite C Cary, IL 60013 1-866-347-8673

E: Steps to Preclude Future Brand Name Awards The information technology and communications industries change rapidly and new products are available regularly. It is likely that competing products will offer enterprise management capabilities in the future. Market research will be revised for each new requirement to ensure the broadest pool of competition.

F: Contracting Officer's Determination I have determined that the circumstances of this contract action deem only this brand name is acceptable.
