PURCHASE DESCRIPTION

C-17 FABRIC SHELTER

Project#: UHHZ 150376

09 August 2018

1.0 DESCRIPTION: Provide all labor, material, plant, equipment, supplies, testing, coordination and supervision to design/install a C-17 Tension Fabric Shelter (structure) at Robins AFB, Georgia. This shall be a turn-key effort to include: design, fabrication, materials, delivery and set-up of a stand-alone, tensioned fabric structure. This shelter will be complete with all accessories, adequately anchored to the apron to withstand local design load requirements. There will be no requirement for a fire suppression system, alarm system, emergency lighting system or any explosion proof products. Final delivery/installation will be complete 12 months after receipt of contract.

2.0 PROJECT SCOPE:

2.1 Project Scope:

2.1.1 Existing Conditions: C-17 aircraft currently undergo maintenance and repair operations on the N27 position of the Depot Maintenance Ramp. A tensioned fabric shelter is required to provide protection from sun and rain to allow for outdoor operations, minimizing effects from the elements. N27 is a concrete aircraft apron, 14 inches thick, unreinforced and sloped to provide drainage. Concrete flexural strength as tested is 665 psi. No utilities are available at the site.

2.1.2 Demolition: No demolition is expected for installation of Tension Fabric Structure

(TFS).

2.1.3 New Work:

2.1.3.1 Field Investigation: Contractor shall take a minimum of 3 concrete core samples and confirm actual concrete strength (thru testing) and thickness prior to design. Contractor will need to schedule a digging permit prior to coring. A digging permit will be required before any digging, driving of stakes or post starts. Digging Permits are obtained in the Civil Engineering conference or break room area on Wednesday at 1000 to 1030 hours each week at building 1555.

The Government representative must be present.

2.1.3.2 Design: Shelter design shall be performed and design documents sealed by an engineer registered in the State of Georgia. Designer shall adhere to the following design requirements:

UFC 1-200-01 DoD Building Code (General Building Requirements), 20 Jun 2016 UFC 3-301-01 Structural Engineering, with Change 3, 20 Jun 2016 UFC 3-310-04 Seismic Design of Buildings, with Change 1, 20 Jun 2016 UFC 3-501-01 Electrical Engineering, 6 Oct 2015 UFC 3-520-01 Interior Electrical Systems, 6 Oct 2015

2.1.3.3 Structural: Structural design shall consider all loads and loading combinations required by listed codes. Frame design, spacing and support/anchorage shall take into consideration existing concrete thickness/strength to resist all loads acting on the structure. Structure shall be designed as to not require additional concrete to resist forces (only anchorage to existing airfield concrete will be allowed). Design for wind loads shall be in accordance with ASCE 7-15, 115 mph 3 sec. gust, exposure condition “C” and importance factor of 1.15 (shelter for high value).

2.1.3.4 Shelter: Install Tension Fabric Structure (TFS) to support maintenance activities for C- 17 aircraft at N-27. Anchor attachments/points shall be into existing airfield concrete paving.

Tension Fabric Structure (TFS) is a multi-sided structure with dimensions as shown on Appendix A – Concept Floor Plan. The mounting of lights and fixtures should not intrude into the minimum clearance area around the aircraft. Final Shelter design is required to be performed by an engineer registered in the State of Georgia. Design drawings and full engineering calculations will have the engineer’s seal and be submitted for approval. No work shall begin until submittal has been approved by the Government. Grounding and lightning protection is required IAW AFI32-1065 and must be third party certified. This certification should be coordinated by the Contractor. The shelter must fit between the wing tip clearance line and the emergency fire lane. No part of the shelter is allowed to be any closer than 95 feet to the center tow line. The wings of the aircraft have to be covered by the shelter.
