PRODUCT DESCRIPTION
AGE CONTAINMENT PADS PURCHASE
6 JANUARY 2015
1.0 DESCRIPTION. 402 MXSG has a requirement to purchase 15 ea. containment pad systems to capture POL (petroleum, oil & lubricant) spills from AGE (aircraft ground equipment) containing 55 gallons or more of fluids.
1.1 The Contractor shall provide 14 ea. containment pad systems 16 ft wide (minimum) x 21 ft long (minimum). These pads will have extended entry and exit ramps on the two 16 ft sides of each pad to serve as designated entry and exit points for rolling equipment. Ramps will be 18” wide up and 18” wide down (minimum) and extend along the full width of both 16 ft sides.
1.2 The Contractor shall provide 1 ea. containment pad system 16 ft wide (minimum) x 28 ft long (minimum). This pad will have extended entry and exit ramps on the two 28 ft sides of each pad to serve as designated entry and exit points for rolling equipment. Ramps will be 18” wide up and 18” wide down (minimum) and extend along the full width of both 28 ft sides.
1.3 Containment system will be constructed from 1/4” (minimum) plate steel
1.4 Containment system will be sealed with a 1/16” (minimum) chemical resistant fiberglass coating for corrosion protection
1.5 Containment systems will have the capacity to hold AGE POL capacity (190 gal) plus freeboard (4” rain event)
1.6 Containment pads will have four (4) drain ports – one per corner. One drain port will have a steel filter box attached along with a valved connection to allow manual drainage.
2.0 Service.
2.1 The Contractor shall deliver and install the containment pad systems at Robins AFB, GA.
2.2 The Contractor shall provide a minimum warranty of two (2) years. The warranty shall cover the entire containment pad system including the structure, welds and coatings.
3.0 General Information
3.1 Government furnished Property and Services: None
3.2 Duty Hours and Government POC. The installation visits shall be between the hours of
6:30 am and 2:30 pm (EST), Monday through Friday, excluding Federal holidays. Working any hours outside this time frame will need to be coordinated with the POC and approved by the Contracting Officer. The Government POCs are listed below.

3.3 Base Access. The contractor will be escorted by Government personnel at all times during installation. The Air Force has mandated visitors, to include all non-DOD card holders, to consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) off of Watson Boulevard. The Contractor will contact the Government POC upon arrival to Robins AFB.
3.4 Continuation of DOD Contractor Services during Crisis. Continuation of Essential DoD
Contractor Services during a crisis does not apply.
3.5 Safety Requirements.
3.5.1 The Contractor shall be responsible for the safety and health of all contractor employees.
3.5.2 Contractor Safety & Health Plan and Program. The Contractor shall establish and maintain a safety and health program detailed in a written Contractor’s Safety and Health Plan tailored to this contract. This plan shall address the requirements established in Appendix C (Industrial Safety and Health Requirements). The Contractor shall notify the cognizant safety office of any revisions made to its safety and health plan after contract award. All changes to the plan must also be submitted in writing and approved by the cognizant Government safety office. 3.5.3 Mishap/Incident Reporting. The contractor shall report all mishaps/incidents in accordance with the contract Appendix C. The contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government’s Safety Office (WR-ALC/SE). Such release shall be accomplished through the CO. The contractor shall cooperate and assist Government personnel in the investigation of the incident and submit an Accident/Incident Report within 24 hours of the accident/incident. The Contractor shall require all subcontractors to comply with required safety, health and fire standards.

3.6 Environmental Requirements.
3.6.1 Environmental Management Systems (EMS). The Contractor’s employees working on
Robins Air Force Base will require EMS training. The prime contractor is responsible for ensuring that all subcontractors comply with this requirement. Training will be provided by the 78 Civil Engineering Group Environmental Management Division (78 CEG/CEV). Training can be obtained from 78 CEG/CEV Workflow mailbox.

3.6.2 Green Procurement Program (GPP). The products or services for this requirement are not listed on a mandatory environmental purchasing list, therefore, the Robins AFB Recovered Material Determination is not included with the procurement package.
