About this file

This document is a Single Source Justification under Simplified Acquisition procedures. It describes the Air Force Recruiting Service's requirement to obtain a venue and audiovisual support for their Senior Leader Symposium in Atlanta, GA from August 19-22, 2024. The Government determined that the Starling Atlanta Midtown Hotel/On-Service LLC was the only source reasonably available to meet the required criteria, which included a main session space for 220+ attendees, 3 breakout rooms, office and storage space, proximity to the airport and public transportation, and the ability to provide audiovisual equipment and on-site support. The estimated contract cost was not provided. The Government issued a Notice of Intent to award a sole source contract under NAICS code 721110 - Hotels. Responsible sources may submit capability statements by August 12, 2024, but the determination to compete the requirement is at the Government's discretion.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 502 CONS/JBKCB

Project/Program Name: Air Force Recruiting Service Senior Leader Symposium with AV Support

Purchase Request / Local ID Number: F3PT614218A001

Estimated Contract Cost (including Options):

This requirement is to obtain a space/facility for 220-250 attendees, to include multiple meeting and breakout rooms, audiovisual equipment and the necessary operating support to operate the equipment for the entirety of the AFRS CC Senior Leadership Symposium (SLS). The audiovisual equipment required consists of multiple projection screens, microphones and projectors, video power cabling, multiple LCD monitors, and white board accessories. Government will require on-site support to ensure the equipment is functioning as required throughout the Symposium to include professional and or broadcast quality audio and produce exceptional sound quality for the duration of the Symposium.

The Air Force Recruiting Service's mission is to inspire, engage, and recruit the next generation of Airmen and Guardian charged with protecting our great nation. AFRS recruits more than 45,000 individuals each year into the Air Force active duty, Air National Guard, Air Force Reserve and Space Force. The AFRS senior leaders have the responsibility of recruiting quality men and women ready to answer our nation's call, but also leading the cadre of recruiters that exhibit integrity, Airmenship and unyielding service. At this SLS, 220 senior leaders will come together to receive training, share best practices, and discuss policies and procedure changes impacting recruiting.

Throughout the symposium, subject matter experts will educate attendees on the latest initiatives, policies, and the progress made in areas such as FY25 Operations Planning, marketing, resiliency, public relations, Tricare Remote benefits, IG updates, leadership and teamwork practicums, and innovation efforts.

Period of Performance 19 Aug 2024 - 22 Aug 2024.

For this event, the Government requires a location in support of Senior Leadership Symposium that meets the following criteria:

facility in the Atlanta GA area that can provide 1 main session space with a 220+ person capacity; 3 breakout room spaces with 50-75 person capacity; 1 office space for staff; 1 foyer for registration; 1 storage space for materials, audio visual equipment and support; within close proximity to the airport and public transportation options to and from; close distance to amenities for food and incidentals for TDY travelers.

Marketing research and site surveys of multiple vendors in the Atlanta Metro Area yielded one result suitable to meet symposium A/V and meeting space requirements.

The Starling Atlanta Midtown Hotel/On-Source LLC, had availability of a main conference room, 3 breakout meeting rooms, storage room and one registration foyer area. Light snacks, beverage stations and one private office meeting space will provided to the Government, absent of an additional charge.

Additionally, the Starling Atlanta Midtown Hotel/On-Service LLC., has the necessary audiovisual equipment personnel on-site to support the A/V needs to include setup, testing, and continued operation throughout the duration of the symposium. This symposium is a scheduled event with little to no room for slippage due a failure of the required A/V equipment. Such events could delay the schedule of events and reduce time available to complete the necessary training. As the Starling Atlanta Midtown Hotel/On-Service, LLC has the necessary equipment, know-how, and personnel on-site., the risk of schedule slippage to equipment failure or

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Section F: Contracting Officer's Determination incompatibility is greatly mitigated.

The location of the Starling Atlanta Midtown Hotel/On-Source LLC. affords for a limited requirement for transportation; the hotel is a 5 min walk from the MARTA train (public trans) route which services the Atlanta Airport thus limiting the need for rental vehicles, or costly commercial transportation. The frequency of the train routes supports peak and non-peak airport arrival times, and eliminates excessive over the road traffic delays.

The hotel is attached to eatery establishments that include the ability to support numerous simultaneous lunches and breakout team building sessions for large party attendees. The ability to provide timely lunches will ensure the on time start of scheduled post lunch sessions and prevent agenda slippage.

IAW FAR 13.106-1(b)(1), Contracting Officers may solicit from a single source if it is deemed the single source is reasonably available. In this instance, the Contracting Officer has determined the only source reasonably available to support the mission needs as required is The Starling Atlanta Midtown Hotel/On Services LLC, cage code 9RK28.

Market research was conducted utilizing commercial and government databases such as, Google and Dynamic Small Business Search in an effort to locate alternative sources. No alternative venues in the Atlanta GA area were found that could provide the facility space, meeting rooms, audiovisual equipment and support during the Symposium timeframe. It was determined that The Startling Atlanta Midtown Hotel/On-Service LLC was the only one with the required availability, meeting rooms and could provide the audiovisual equipment and support during the required dates.

The Government also issued a Notice of Intent (NOI) to Solicit and Award a Sole Source Firm Fixed Price Contract to The Startling Atlanta Midtown/On-Service LLC, on SAM.Gov. A few responses were received, however, they were not from Atlanta GA area, one was not SAM registered.

The Air Force will continue to evaluate the market for opportunities to compete these type of requirements in the future.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
