JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
DEPARTMENT OF THE AIR FORCE
902d CONTRACTING SQUADRON
RANDOLPH AFB, TX 78150-4525
(i) Description of the supplies or services required to meet the agency’s needs:
AFPC/DPIFR has a requirement to purchase advertising for the United States Air Force’s Intern
Program, in both digital and video format. AFPC/DPIFR is responsible for the management and oversight of the force renewal programs for civilians within the Air Force which involves a nationwide recruiting campaign to seek the best and brightest college graduates, in addition to college students at the junior, senior, masters, and doctorate levels. The three centrally-managed intake and development programs can be equated to the military intake through the Reserve
Officer Training Corps or the Air Force Academy. AFPC/DPIFR is committed to reaching the maximum number of college students in order to comply with the Office of Personnel
Management’s (OPM) guidance on advertising for such positions and to reach colleges which represent significant numbers of minority and physically challenged students. Period of
Performance is 28 May 12 through 27 May 13. The total estimated value is $92,300.00.
(ii) A demonstration that the proposed contractor’s unique qualifications (sole source), unique product features (brand name) or the nature of the acquisition requires use of a single or limited sources: The publisher, National Association of Colleges and Employers
(NACE), Inc., is the only magazine publisher in the United States which focuses on equal opportunity recruitment that is distributed in digital format to colleges and universities. Through the digital format, NACE publishes two editions: Job Choices General Edition and Job Choices
Diversity Edition, with the latter of the two targeting all genders, ethnicities, and degrees. Job
Choices is reachable by 6.8 million active job-searching students and alumni. In addition, Job
Choices is distributed at 1,870 college career centers, including 104 Historically Black Colleges and Universities, 64 Hispanic Serving Institutions, 29 Tribal Schools, and 744 institutions having a minority population. NACE has also partnered with The Department of Labor, Facebook, and two other organizations to create the Social Jobs Partnership; thereby promoting jobs via social media outlets such as Facebook and Twitter. The proposed sole source is unique by being the only known source that can satisfy the Government’s requirement to advertise to a broad and diverse population of millions of young Americans in college that are potential civilian recruits for the Palace Acquire program. The Palace Acquire intern program will be hiring approximately 725 interns in FY13 and the distribution and visibility of the Job Choices magazine will provide significant savings in both our candidate search and advertisement via other publications. As such, National Association of Colleges and Employers, Inc. is deemed the only known source for this acquisition.
(iii) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services is required: To ensure the above is met, the HQ Air Force Personnel Center, DPIFR will continue to monitor and evaluate the advertising capabilities of all human resource and recruiting magazine publishers through continuing market research of industry providers of recruiting marketing and advertising. Continued efforts in this regard will ensure the Government utilizes the most efficient and economical services and support.
