Site Visit Generated Questions, Answers, Statements and Industry Generated Questions and Answers
Site Visited Generated Questions and Answers:
1. Q: “Are we switching to Urethane paint?”
A: “IAW PWS Paragraph 1.1.3.6. Contractor shall use LOW VOC coating materials. For any painting or staining operations. Contractor shall apply protective organic coating by spraying method unless otherwise directed by TO 1-1-8 or by local requirements or limitations and shall spray only in areas approved by Fire, Safety, and Bioenvironmental Engineering. Section 1.1.3 Paint SDAVs explains guidance.”
2. Q: “Is restoration of the placards included in this project?”
A: “No, IAW solicitation only SDAVs are part of this project.”
3. Q: SDAV B-24M, “How do you want the corrective work to take place and do you want the markings to stay on or off?”
A: “Guidance will be given within the CMI package IAW PWS Section 1.1.3.”
4. Q: SDAV B-25H, “Do you want the markings to stay as decals or painted on, or put back on the same way as currently shown?”
A: “I want them returned to the form, if it’s easier to put a decal on or paint the marking back on that’s fine. Follow the CMI package IAW PWS.”
Clarification to answer: “The majority of the markings are painted on. Decals are not mentioned in the PWS. The CMI packages given to the selected contractor will all indicate that we prefer to have the markings painted rather than adhesive decals due to the extreme sun exposure here in south Texas. If the contractor is unable to paint the markings then the COR will work with them per the above to ensure authenticity and longevity.”
5. Q: SDAV C-118A, “Is there tail flashing on this?”
A: “Yes”.
Clarification to answer: “The tail flashing has faded overtime but it should have tail flashing. Follow IAW the CMI packages.”
6. Q: SDAV P-38L, “When did they change the “star” to a “star bar”?
A: 1944
7. Q: SDAV T-6, “The whole plane will be silver?”
A: “Yes, with the exception of the windows. Color will be IAW CMI package as silver, not yellow.
8. Q: SDAV F-15, “Is there “camo” on this plane?”
A: “It’s faded off, paint IAW PWS and CMI package color scheme.”
9. Q: SDAV F-16, “Is that one color or two toned, like a light and dark gray?”
A: “There’s actually light, dark and a ghost gray. Will be painted IAW CMI package and IAW PWS.”
10. Q: SDAV T-29, “When you say “Samaritan”, what type of color is that?
A: “The color will be IAW CMI package and IAW PWS.”
11. Q: “So the request is to have these done in 180 days?”
A: “Yes, that’s the estimate within the solicitation. We all know what the weather is like down here. We can’t forecast upcoming bad weather. Now based on different types of circumstances, those of you have had previous contracts know, just bring that information to us. We will then run it pass our customers and if warranted we can do an extension at that time. We’ll leave it at 180 days based or contingent on weather related circumstances.”
12. Q: “What about Environmental?”
A: “Follow the guidance IAW PWS Section 3.7, which discusses Environmental Protection.”
13. Q: “Are there any circumstances where we may need to drain a fuel tank, we had that happen in the past at a different location?”
A: “Should be none. All planes should have been purged. If something comes up contact the COR.”
14. Q: “Is there a water supply out here at Berguist Gate, I know there is one on the Parade Grounds?”
A: “The COR found the fire hydrant location”.
Site Visit Statements:

Industry Generated Questions and Answers:
1. Q: “During the site visit there was a construction project taking place in the field that was generating a large amount of dust, will that project be completed prior to beginning the restoration contract?”
A: “Timeline has not been defined, estimated completion is early Fall.”
2. Q: “Could you please make it clear as to what the contractor is to do for brightening and restoring the tires and rims on the SDAV’s to protect them from the elements?”
A: “The PWS does not spell out specifically the tires and it is common industry practice that a clear silicone sealant would be applied to the rubber portions. In most SDAVs the rim is attached to the metal support structure and the PWS states:
1.1.2.7. Contractor shall report to the COR any leaks and clean puddles of POL products from the ground or support structure beneath SDAV(s) caused by washing.
1.1.1.3. Contractor shall inspect, remove corrosion, scuff and lightly sand paint on aircraft and metal support structures to prevent metal warping prior to painting them.
1.1.3.10. Contractor shall paint support structures and paint them in the original color of the support structure IAW Color, Markings, Insignia (CMI) located at AHTC via COR.
3. Q: “Are stickers/decals/vinyl of any kind allowed to be used for the aircraft markings, tail numbers and insignias? And if so, what is the expected warranty on such said markings?”
A: “The majority of the markings are painted on. Per the PWS:
1.1.3.12. Contractor shall replicate SDAV paint, markings, images, letters, numbers, and colors exactly IAW CMI, unless the CO and COR direct otherwise in writing, when applying paint to or replacing parts on an SDAV.
1.1.3.13. If the Government requires a change to an SDAV paint, markings, images, letters, numbers, nose art, and/or colors, the COR will provide a new paint scheme approved by the Command Curator and send to the contractor no later than 30 calendar days before scheduled painting.
Decals are not mentioned in the PWS. The CMI packages given to the selected contractor will all indicate that we prefer to have the markings painted rather than adhesive decals due to the extreme sun exposure here in south Texas. If the contractor is unable to paint the markings than the COR can work with them per the above to ensure authenticity and longevity. Due to the fact that the PWS does not mention decals specifically and the sun exposure, the aircraft markings, tail numbers and insignias should be painted. Thus the warranty would be 4 years as indicated in PWS:
1.1.3.1. Contractor shall provide written warranty for four (4) years against any and all defects in material and workmanship in application and removal of organic coating.”
