About this file

This document is a Single Source Justification (Simplified Acquisition) for a Fleet Services Bosch Cameras Installation at Ramstein Air Base. The procurement involves purchasing 5 cameras and related equipment for building 3332, including 2x Bosch PTZ MIC7522-Z30B Pan Tilt Zoom Cameras, 1x Bosch Multi NDS-5703-F360/B Pano-view, 2x Bosch 8000i NDE-8514-R Static Dome Cameras, 1x Video Decoder, 1x 42-inch Monitor, Bosch Software, camera licenses, networking equipment, and system installation labor, with a total estimated contract cost of $25,849.00.

The justification for sole sourcing is based on the need for compatibility with existing Integrated Base Defense Security Systems (IBDSS), with Scott company being the sole source due to possessing proprietary software for previously installed cameras. The procurement is critical for ensuring flight line security for operations that directly impact EUCOM, AFRICOM, and CENTCOM. The contract is planned for execution in FY25, with the Contracting Officer determining that only a single source is reasonably available, in accordance with FAR 13.106-1(b)(1). Future mitigation strategies include potentially developing a non-proprietary Statement of Work if the base standard for Bosch cameras is not successfully codified.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 700 CONS

Project/Program Name: Fleet Services Bosch Cameras Installation

Purchase Request / Local ID Number: F3NT07 /F6562

Estimated Contract Cost (including Options): $25,849.00

Section B: Description of the Supplies/Services Required

The list of products to be provided are outlined in the quote provided for building 3332. The quote includes: 2x Bosch PTZ MIC- 7522-Z30B Pan Tilt Zoom Camera, 1x Bosch Multi NDS-5703-F360/B Pano-view, 2x Bosch 8000i NDE-8514-R Static Dome Camera, 1x Bosch Video Decoder, 1x 42inch Monitor, 12 months System Maintenance F.O.C, Bosch Software SMA = 5 Years, Bosch Camera License, 1x APS UPS 2500, 2x Cisco Catalyst 1000 Networking Equipment, and System Installation Labor.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 721 APS Fleet Service operations directly impact EUCOM, AFRICOM, CENTCOM, as well as joint and foreign service partners. The 5 cameras, along with the storage system, control unit, monitors, switches, workstations and media converter installation are required to ensure flight line security as it is a restricted area to those without proper credentials. The purchase will be made in one increment in FY25. The installation will conform to the requirements outlined in the Secure and Trusted Communications Networks Act of 2019. Should this equipment not be approved for purchase, fleet services, its activities, and flight line access will be without proper visual monitoring security.

Authorization to Operate (ATO) with conditions Integrated Base Defense Security Systems (IBDSS), dated 29 Apr 2024, allows for adding additional components to already installed IBDSS equipment. WRT surveillance camera systems, for RAB the installed equipment are Bosch cameras and Cisco switches. Therefore, the planned system needs to be Bosch/Cisco as well. So far the attached list provides all the current Bosch/Cisco camera/switch combinations installed on RAB have proven interoperability with 86 CS and 86 SFS systems (communication infrastructure and BDOC). Sticking to one system provides for operational benefits WRT emergency fixes by RAB personnel, and potential savings for regular maintenance/part replacement by contract because of being able to award a single, large-scale contract. 86 SFS currently pursues codification of the Bosch/Cisco system as RAB standard.

Effective camera perimeter surveillance lives of reliability of components. Bosch is a local manufacturer which guarantees reliable, quick, and WRT costs predictable availability of spare parts. This is essential for a maintenance contractor's response time.

Scott company installed 24 cameras for Passenger Terminal in the past year at the total amount of $213,195.00 . They are in the possession of the proprietary software installed, and therefore, need to be considered as a sole source. No other Bosch re-sellers have access to this software data of Bosch cameras installed at the Ramstein Airbase. The purchase of these five cameras are in addition to the past buy of 24 cameras.

Section D: Efforts to Obtain Competition

Our team conducted extensive market research to identify existing brands within the high-end camera system industry. We analyzed competitors' brand names, their market positioning, and customer perceptions to identify opportunities for

Section E: Steps to Preclude Future Single Source or Brand Name Awards

For future projects we will look at awarding a contract to an IT A&E to prepare a non-proprietary SOW with generic specifications if 86 SFS's attempt for codification of Bosch cameras as RAB base standard is not successful.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
