1.0 INTRODUCTION. This Performance Work Statement (PWS) defines the requirements for the Contractor to engineer, furnish, install and test (EFI&T) premise wiring for building 709 first floor SCIF to adequately support IP Data Network at Einsiedlerhof AS, GE.
Newly installed premise wiring will support NIPRNET, SIPRNET and High side Networks. Removal of existing outdated premise wiring is also required for this project.
2.0 TASKS AND REQUIREMENTS
2.1 General Requirements. The contractor shall provide all equipment, tools, supplies, transportation, supervision, management, and other incidentals necessary to EFI&T the requirements stated in this PWS.
2.2 Specific Installation Requirements. The purpose of this project is to install
NIPRNET, SIPRNET and High Side premise wiring connectivity for building 709, first floor SCIF at Einsiedlerhof AS, GE. Connectivity shall support approximately 53 SIPRNET (SC) fiber optic (FO) drops, 7 NIPR (LC) fiber optic (FO) drops and 53 High Side (ST) fiber optic (FO) drops. The contractor will resolve all vulnerabilities found, if possible. For those vulnerabilities that cannot be resolved, the contractor will provide the USAFE WPC/SCX a consolidated list of those vulnerabilities and the reason they could not be resolved.
2.2.1 Premise Wiring
Building 709, First Floor SCIF
Refer to sketches SK-RamsteinWPCB709FP01 for new data drop locations. There are a total of three floors in this building. The new equipment cabinets for the second floor shall be installed in the Communications (Comm) Room as indicated in the sketches.
Based on these requirements, a total of 113 LAN ports: 7 NIPRNET fiber drops, 53 High Side fiber drops, and 53 SIPRNET fiber drops, will be provided throughout the floor via multi-mode (MM) 50 um 2.8mm fiber cables. MM fiber optic patch panels are also needed to be installed in the comm room. Each MM fiber run will home run from the user location to the First Floor SCIF comm room. One 12 strands 50 um multi-mode and One 12 Strand Single mode fiber optic tie cable will be run from main comm room (DISTRO rack) on the first floor to the SCIF comm room. The tie multi-mode fiber optic cable runs shall be terminated to the multi/Single-mode ST fiber optic patch panels at both ends. ST patch panels for terminating tie cables at both ends comm room shall be located on the NIPRNET equipment cabinet. Tie cables horizontal run shall traverse on the NIPRNET cable tray. All cablings will be run above false ceiling or under the sub floor and supported by cable tray raceways cable management systems.
Fiber optic cables require no separation. All cable trays will need to be grounded to the building structure. Cable tray shall be supported with threaded rod or other hardware every 5 to 10 feet to a fix structure such as the true ceiling if possible. All fiber optic cables for data branch off from the main cable tray (above false ceiling or under floor) to the user locations will support by J hooks. From the false ceiling to the user location, Panduit or similar race way will be needed to run on the wall to support the fiber optic cable. MM fiber cable shall terminate to single or multi gang outlet box and faceplate (Keystone or other type). New fiber optic adapters also needed in each single multi gang outlet box (user end). Install single or multi gang outlet box on the wall approximately four feet above floor, if possible. The Contractor shall clean up all installation and construction related dust and debris from office furniture and equipment at the work site daily.
Existing cable tray may be reused or removed.
Remove all existing wood, plastic, metal raceways and outlet boxes on the wall in every room and in the hallway. Remove or reroute any and all existing power and signal cables required to accomplish this task.
Remove all unused cable of the existing drops in every room.
Run cable trays as required to support this project.
If necessary, new holes might need to be drilled above false ceiling and through walls to provide entrance for the cables from the cable tray located above false ceiling in the hall way to the various rooms. Contractor will be required to drill any new holes required to support this project.
There are three types of Data Networks (SIPRNET, High Side and NIPRNET).
SIPRNET data network requires red zipcord MM 50um 2.8mm fiber optic cables Duplex
SC type of connectors and adapters are also required for fiber termination.
High Side data network requires Yellow zipcord MM 50um 2.8mm fiber optic cables
Duplex ST type of connectors and adapters are also required for fiber termination.
NIPRNET data network requires Green zipcord MM 50um 2.8mm fiber optic cables
Duplex LC type of connectors and adapters are also required for fiber termination.
Terminate each type of network to a separate outlet box.
Use existing equipment cabinets to house the SIPRNET, High Side and NIPRNET patch panels.
2.2.2 Communications Closets
In the comm room, data circuit will run and terminate to the MM fiber patch panels via cable tray (6” to 12” wide) located and secured above each equipment cabinet or blow sub floor. All equipment cabinets in the comm room will be grounded and have side cable management. In addition, one horizontal cable management will also be provided for every two MM fiber patch panels. All Cables run between equipment cabinet will need to run on the cable tray above the equipment rack for cable management. Two to three feet clearance is required for front and back of all equipment cabinet for maintenance. Install patch panel start from the top of the equipment cabinet. Ensure all ports, data outlets and patch cables will be identified using local labeling schemes. If needed, up to 8 weeks of down time can be accommodated for this project.
Building telecommunications (telephone and LAN) distribution systems shall meet TIA/EIA-568-C, Commercial Building Telecommunications Cabling Standard;
TIA/EIA-569, Commercial Building Standards for Telecommunications Pathways and Spaces; TIA/EIA-606, Administrative Standard for the Telecommunications Infrastructure of Commercial Buildings; TIA/EIA-607, Commercial Building Grounding and Bonding Requirements for Telecommunications; and NSTISSAM Tempest/2-95 Note: Reuse equipment rack located in the comm room if possible.
Refer to floor plan drawing SK-RamsteinWPCB709FP01 for the location of the Communication room in building 709 SCIF.
2.2.3 Equipment Racks/Cabinet
If possible existing equipment racks will be used to support cable and equipment to be installed. All racks/cabinets shall be secured to the floor and grounded. Racks shall be deep enough to accommodate appropriate uninterruptible power supplies (UPSs). Cabinets with locking doors, fans and vents are required unless space requirements dictate rack installations. Install 1 dedicated 230 VAC 16A circuit to each equipment cabinet.
The Contractor shall install vertical and horizontal cable management for all installed equipment racks.
