About this file
This document is a brand name justification for the procurement of Vanair spare parts for mobile trucks at Ramstein Air Base in Germany. The 86th Vehicle Readiness Squadron is responsible for maintaining 1,734 assets on base and requires jump packs to provide in-field maintenance across the base, as mobile truck breakdowns could halt base operations. The brand name justification approves the single source procurement of various Vanair-branded parts, including jump starters, receptacles, isolators, cables, and harnesses, for a total of five each of several listed part numbers. As the mobile trucks were originally supplied by Vanair, using non-Vanair parts could introduce safety and compatibility issues. The contracting officer determined that only Vanair parts are reasonably available due to the need to maintain the same brand for the safety of personnel and equipment.

VANAIR Brand Name Justification
4 Jan 2021 VANAIR Brand Name Justification Page 2 of 2
Vanair Brand is the only acceptable for a purchase of Mobile Truck Parts since the mobile truck was of Vanair Brand. For personal security reasons, no other brands shall be used in compliance of occupational health regulations.
Section D: Efforts to Obtain Competition
The customer conducted their market research and received three price quotes (two GSA quotes and one open market quote).
In order to consider all three companies, it will be solicited on SAM website, and Request for Quote (RFQ) will be emailed to all three vendors that showed their interest in competing this requirement. This requirement was synopsized, and 12 unsolicited price quotes were received. As a result, the competition will be achieved to the maximum extend possible if the RFQ will be published on SAM website.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Since 06C00411 Mobile Truck was of Vanair Brand, the spare parts for this truck shall be of Vanair, too. If truck will be out of function, then alternative brands can be considered when purchasing a new mobile truck.
