About this file
This document contains a set of Questions and Answers related to the Vogelweh CDC Fiber Installation solicitation, number F3N0434121AW01. The key details are:
The solicitation is for engineering, furnishing, installing, and testing one 12-strand single mode fiber optic cable from Building 2759 to Building 1030 at the Vogelweh Annex in Germany. The government confirmed that a larger diameter conduit than the 1.25" HDPE specified would be acceptable, and that there is an available 4" conduit from Building 2759 to Manhole 200 in which to install the new geotextile innerduct. The government stated they can provide a laydown yard on Ramstein Air Base, or potentially on Vogelweh, but cannot guarantee a laydown yard on Vogelweh. The document also provides clarification on the technical response requirements and evaluation criteria, as well as the dig permit process.

Questions and Answers –
1) Will the Government please confirm the requirements for the “Technical Response”? Are there any specific narratives or technical explanations the Government seeks?
86 CS/SCXP: 86 CS will be referencing the SOO to determine technical feasibility.
2) Will the Government please provide the evaluation criteria for the “Technical Response”?
86 CS/SCXP: 86 CS will be referencing the SOO to determine technical feasibility.
3) Will the Government please provide Attachment 1: Provisions Document and Attachment 2:
Tax Relief Alternate I as identified in F3N0434121AW01+Vogelweh+CDC+Fiber+Installation+-+Combo?
a. Yes; these have now been posted to the solicitation on Sam.gov
4) Can you confirm the dig permit requirements for trenching/boring of this length (750 feet)? Previously, we’ve been advised that any digging over 150m requires additional permitting requirements. Please confirm the process.
86 CS/SCXP: An AF form 103 dig permit will be the only requirement for the contractor to submit to CE. We are not aware of any additional permitting requirements.
5) In section 2.2.2.1.4, the scope references the use of 1.25” HDPE Roll Pipe. Would it be acceptable to use a larger diameter conduit as this is not a standard diameter in Europe. In addition, it may not be feasible to pull 3 of the 3”x3 in that small of a diameter conduit (section 2.2.2.1.5).
86 CS/SCXP: A larger diameter conduit would be acceptable.
6) What is the size of the existing conduit from B2759 to MH200? Is there at least one empty conduit in which to install the new Geotextile Innerducts?
86 CS/SCXP: There is an available 4” conduit from B2759 to MH200 in which to install new geotextile innerduct.
7) Will the Base be able to provide a laydown yard in the Vogelweh Housing Area? If not there, will the Base be able to provide a laydown yard elsewhere in the Vogelweh Military Complex? And if not there, will the Government be able to provide a laydown yard elsewhere in the larger KMC?
86 CS/SCXP can provide space at our designated Hardened Air Shelter on Ramstein Air Base depending on requirements (amount of materials, can be stored outside?) We can also submit a 332 to CE to request laydown space on Vogelweh but there is no guarantee that the base would be able to provide one.
