About this file

This is a Presolicitation Notice for the procurement of mobile welding equipment and trailers issued by 700 CONS/PKA at Kapaun Air Station in Kaiserslautern, Germany.

The requirement consists of three (3) mobile welding machines and three (3) trailers. The welding systems must be mobile, engine-driven units with true DC constant current/constant voltage (CC/CV) output capable of seamless transition between Stick, MIG, flux-cored, and DC TIG welding processes without external modules or manual reconfiguration. The systems must provide simultaneous, independent weld output and high-capacity generator power without derating, support air carbon arc gouging with 3/16-inch electrodes, and provide high open-circuit voltage for reliable arc starts over extended lead lengths. Generator specifications require 12,000 peak watts/10,000 watts continuous output with 1-phase, 120/240VA and 50Hz capability. All welders must be diesel-powered. The NAICS code is 333992 and the Product Service Code is 3431. Evaluation will be conducted on commercial items using the "most advantageous to the government" standard. Due to the overseas location, no set-aside applies. The anticipated award date is 08 May 2026. Funds are presently available. Interested offerors are encouraged to submit technical sheets and/or photos of proposed equipment. Contracting Specialist Ms. Cevonia Joshua and Contracting Officer Mr. Autry Fontenot serve as points of contact.

The required system must provide simultaneous, independent weld output and high-capacity generator power without derating, allowing welding operations to continue uninterrupted while supporting auxiliary equipment. The welder must also support air carbon arc gouging with 3/16- inch electrodes and provide high open- circuit voltage for reliable arc starts over extended lead lengths. Generator output required 12,000 peak watts/10,000 watts continuous with 1-phase, 120/240VA & 50hz capability. Additionally, the welder must be diesel powered.
