About this file
Amendment 0001 provides clarifications for a federal solicitation (RFQ F3GHBA5031A002-1) for 820 RHS Lactation Pods at Nellis Air Force Base. The amendment addresses five key questions regarding the procurement, including permit requirements, utility connections, inspection procedures, antibacterial certification, and offloading equipment. Specifically, the document confirms that no permits are needed for the pods, the sink is portable requiring only an electrical outlet, inspection will be completed as a commodity check for functionality, antibacterial certification is not mandatory, and the contractor has a forklift available for offloading.
The solicitation is a Total Small Business Set-Aside with a Firm Fixed Price contract type for two lactation pods, using NAICS code 337215 with a small business size standard of 500 employees. Quotes are due on 30 April 2025 at 1000 PDT, to be submitted electronically to specified Air Force email addresses. The contract will be awarded on a lowest-priced, technically acceptable (LPTA) basis, with an "all or none" requirement, meaning a single contract will be issued to the responsive vendor meeting all solicitation requirements.

Amendment 0001
In response to the questions listed below:
1. Permitting and Local Code Compliance:
o The solicitation does not specify whether permits or compliance with local building codes are required for the installation of the lactation pods at Nellis AFB. Could you confirm if permits are necessary, and if so, whether they are the responsibility of the contractor or the government? Additionally, are there specific state or local building/energy codes that the pods must meet?
There are no permits needed, and the Pod is code compliant.
2. Utility Connections:
o The salient characteristics include an Ozark Electric Sink or equal, which requires plumbing connections. The solicitation notes that installation is required but does not specify whether final utility connections (e.g., water, drainage, or electrical hookups to the facility’s systems) are the contractor’s responsibility. Could you clarify the scope of utility connection requirements for the contractor?
The sink is completely portable, so no drain connections are needed. It would just need an outlet which is already available in the Pod itself.
3. Inspection and Acceptance Details:
o The solicitation specifies FOB Destination with inspection and acceptance at Nellis AFB, NV. Could you provide details on the inspection criteria or process (e.g., specific tests or standards beyond the salient characteristics) to ensure our proposed solution meets all expectations?
This is being completed as a commodity, so no tests are required. We are just checking for functionality and the characteristics are met.
4. Antibacterial Certification Validity: Not Required
It’s not directly mandated and is generally voluntary unless mandated by specific regulation and/or contract requirement. There has not been an awareness of a direct regulation that would drive to the certification.
5. Equipment for Offloading:
We do have a forklift and operator to complete off-loading.
