About this file

This is a Single Source Justification (Simplified Acquisition) document for the purchase of parachute equipment by the 99 CONS/PKC contracting activity for the 88 Test and Evaluation Squadron (TES). The requirement is for 13 Vector 3 M Series Parachute Harnesses, 13 Silhouette 210, 23, 260 Canopies, and 13 Optimum 235 Canopies, all manufactured by United Parachute Technologies, LLC.

The justification explains that while the USAF Personnel Parachute Program Approve For Use List authorizes six different Non-Tactical Ram Air Parachute Systems, the 88 TES currently uses Vector 3 harness and container systems. Since the existing containers are still operational but the harnesses have reached end of life, purchasing compatible Vector 3 harnesses is deemed in the government's best interest for equipment standardization and cost reduction. The requirement will be solicited on SAM.gov as a Total Small Business Set-Aside under NAICS code 314999 and FSC 1670. The document is signed by Contracting Officer Agatha Keith Morrison on February 5, 2025.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 99 CONS/PKC

Project/Program Name: 88 TES Parachute Gear

Purchase Request / Local ID Number: F3GEBD4344A001

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The 88 Test and Evaluation Squadron (TES) requires the purchase and delivery of [QTY: 13] Vector 3 M Series Parachute Harnesses, [QTY: 13] Silhouette 210, 23, 260 Canopies and [QTY: 13] Optimum 235 Canopies; all manufactured by United Parachute Technologies, LLC per the Air Force Personnel Parachute Program (PPP) Approve For Use List (AUL), dated 01 October 2024.

Section C: Justification for Soliciting from a Single Source or Brand Name

The USAF PPP AUL authorizes the use of six (6) different Non-Tactical Ram Air Parachute Systems (NTRAPS). The 88 TES currently utilizes the Vector 3 harness and container system. The containers are still operable but the current harnesses have reached their end of life. To maintain equipment standardization and reduce costs it is in the government's best interest to purchase the Vector 3 harnesses that are compatible with the current containers.

Section D: Efforts to Obtain Competition

In order to obtain competition, this requirement will be solicited via www.sam.gov as a Total Small Business Set-Aside - Brand Name only under the NAICS code 314999 and FSC 1670.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, market research shall be performed for similar or like requirements to ascertain if other manufacturers are entering these specified markets that can meet the AFI and/or DoDI standards/requirements. Additional market research shall also be conducted to determine if there are other brands available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price for the government.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
