About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document dated May 2026, approved for a sole source purchase order valued under $10 million.

The contracting activity is the 99th Contracting Squadron at Nellis Air Force Base, Nevada, acting on behalf of Air Combat Command (ACC) for the 414th Combat Training Squadron. The acquisition authorizes a sole source award to SSK Military Industries, Inc. for Cybernetic Parachute Release System/Automatic Activation Device (CYPRES/AAD) equipment. The required items include 10 Military EC Cypress-2 1-Pin Changeable units with Long-Term Memory (LTM), 1 Military EC Cypress Data Collector, and 1 Military EC Cypress IR Remote. The CYPRES/AAD is a backup safety device that automatically deploys a reserve parachute during emergency free-fall situations using electronic altitude and speed sensing. Funding is provided through Operations & Maintenance (O&M) appropriation code 3400 on a purchase order contract basis.

The justification for sole source authority is based on 10 U.S.C. 3204(a)(1), citing only one responsible source capability. Airtec GmbH is identified as the sole manufacturer with exclusive distribution through SSK Military Industries, Inc. Market analysis confirmed multiple prior sole source awards to the same contractor by the Department of War, and SAM.gov searches documented seven notices of intent to sole source CYPRES/AAD within the preceding three months across various military departments. The contracting officer is responsible for determining fair and reasonable pricing in accordance with Federal Acquisition Regulation Subpart 15.4. Future competition barriers will be addressed through ongoing market assessment to identify emerging manufacturers as alternatives become available, provided they meet mission requirements without compromising personnel safety or training certifications.
