About this file

This is a Memorandum for Record documenting a sole source justification for a federal procurement action.

The 99th Contracting Squadron at Nellis Air Force Base is justifying a sole source procurement from Advantor Systems for Intrusion Detection Systems (IDS) and Automated Entry Control Systems (AECS) equipment, maintenance, repairs, upgrades, and associated services under contract number F3G5BA6177AG01. The justification is made in accordance with GSAM/R Subpart 538.7104-3 and FAR Part 8. The 99th Security Force Squadron's Base Defense Operations Center currently operates an integrated Advantor Advantage Suite Network that is critical to the installation's physical security infrastructure, mission assurance, force protection, and controlled access operations. Advantor Systems is the sole source provider for its proprietary IDS and ECS equipment and does not authorize third-party distribution, installation, maintenance, or repair services. All equipment must be procured directly from Advantor Systems, and only Advantor-certified technicians are qualified to install, configure, and service the systems; currently, no other agencies or vendors are certified by Advantor to perform the required work at Nellis Air Force Base. The justification notes that attempting to procure these systems from another source would result in system incompatibility with existing infrastructure, would void existing system warranties and support agreements, would increase installation security risk, and would incur significant additional costs to the government. The point of contact is SSgt. Carlos Burnes, Contracting Officer, reachable at (702) 682-7022 or carlos.burnes@us.af.mil.

MEMORANDUM FOR RECORD

FROM: 99 CONS/PKB

SUBJECT: Sole Source Justification – Advantor Systems for Intrusion Detection Systems (IDS) and Automated Entry Control Systems (AECS) – F3G5BA6177AG01

References: (a) RFO FAR Part 8 (b) GSAM/R Subpart 538.7104-3

1. Purpose. This memorandum provides the sole source justification for the procurement of equipment, maintenance, repairs, upgrades, and associated services for IDS and AECS from Advantor Systems in accordance with GSAM/R 538.7104-3.

2. Background. The 99th Security Force Squadron’s (SFS) Base Defense Operations Center (BDOC) currently utilizes the Advantor Advantage Suite Network for Intrusion Detection Systems (IDS) and Automated Entry Control Systems (AECS). These systems are fully integrated into the installation’s physical security infrastructure and are critical for mission assurance, force protection, and controlled access operations.

3. Sole Source Justification. Advantor Systems is the sole source provider for its proprietary line of IDS and ECS equipment and services. Advantor does not authorize third-party vendors or subcontractors to distribute, install, maintain, or repair its systems. Consequently, all equipment must be procured directly from Advantor Systems. Furthermore, only Advantor-certified technicians are qualified to install, configure, and service the Advantor System and components. Currently, no other agencies or vendors are certified by Advantor Systems to perform the required scope of work at Nellis Air Force Base.

4. Impact if Not Sole Sourced. Attempting to procure these systems or services from another source would result in system incompatibility with existing Advantor infrastructure, voiding existing system warranties and support agreements, and increased risk to installation security. Replacing the Nellis IDS would incur significant additional costs to the government.

5. The point of contact for this requirement is SSgt. Carlos Burnes, who can be reached at (702) 682-7022 or carlos.burnes@us.af.mil.
