Single Source Justification (Simplified Acquisition)

April 2021 Page 1 of 2April 2021 Page 1 of 2

All necessary operator training, equipment and accessories required to lease a Virtual Reality Training System that is fully functional, ready to operate upon delivery, and includes taser and V-Threat capabilities.

This necessary training will provide real-life situations and result in no longer needing to purchase taser cartridges, saving approximately $10K/year. Additionally, the V-Threat is a capability essential to SFS leadership, that provides detailed feedback and will enhance the individual(s) experience with the system. As a result, neither of the vendors that responded to the sources sought would not be able to fulfill this requirement.

In addition, a request was sent to VirTra to see if they had authorized retailers of their systems and they stated that VirTra holds product and process patents for the V-Threat Fire devices as well as how they utilize a simulation taser cartridge in a live handling training, which are protected capabilities that are not available elsewhere in the market.
