About this file
This is a Single Source Justification document for a simplified acquisition by the 99 Contracting Squadron/PKB on behalf of the 57 Maintenance Group (MXG).
The acquisition covers Mastercam software, a Productivity Improvement Course (Part Number HAASCNC 604), and Application Engineer training (Part Number APP1), all to be installed and delivered on a Haas 5-AXIS Trunnion Rotary (TR160) machine. The contracting officer determined that Phillips Corporation Inc., Federal Division, is the sole and exclusive distributor of Haas CNC machines and associated factory-certified services, training, and applications for U.S. Government facilities, as confirmed by a letter from Haas Inc. and email correspondence with Phillips Corporation. Phillips stated they are the only provider of the required software and training and do not maintain a network of other authorized service providers within the regional area capable of providing required maintenance and repair services. The acquisition is identified under Purchase Request F3G3AA6086AQ01, with NAICS code 513210 and FSC 7B22. A notice of intent to award on a single-source basis was posted via SAM.gov to obtain competition. The contracting officer, Erin Lilly (GS-12, DAF), approved the justification on April 29, 2026, determining that only a single source was reasonably available under FAR 13.106-1(b)(1). The government intends to continue evaluating other manufacturers' capabilities through ongoing market research to preclude future single-source awards once compatible alternatives become available.
