About this file

This document is a Statement of Work (SOW) for the installation of Advantor alarm systems for the Protected Distribution System (PDS) at Creech Air Force Base in Indian Springs, Nevada. The SOW outlines the technical requirements for the installation, including adding an Advantor intrusion detection system (IDS) to fiber optic cabinets, connecting the IDS to the existing Advantor alarm system in Building 1057, and conducting a functional test of the system.

The related federal contract opportunity is a special notice for a sole-source purchase of Advantor Alarm Systems. The 99th Contracting Squadron intends to award a single-source purchase order under the authority of FAR 13.106-1(b)(1)(i) due to Advantor being the only source capable of providing the required supplies or services. Interested sources must submit capability statements by June 25, 2024, at 10:00 AM Pacific Time, demonstrating their ability to meet the requirement. The Department of the Air Force Air Combat Command is the involved federal agency.

STATEMENT OF WORK

FOR

732d OG Protected Distribution System (PDS) Alarms Connection

Date 1 May 2024

1.0 Scope of Work:

New installation of Advantor alarm systems for the Protected Distribution System (PDS) that cross connects building 1055, 1005, 1057, and 1061. This will only require an intrusion detection system with final connection to the base defense operations center. All installs and modifications to the existing structures shall be in accordance with the Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, Intelligence Community (IC). Specifically, the Tech Spec – for Intelligence Community Directive/Intelligence Community Standard (ICD/ICS) 705.

2.0 Background:

This project site is located at Creech Air Force Base, Indian Springs NV approximately 47 miles north of Nellis AFB on US highway 95. The project will consist of adding alarms to communication cabinets containing newly installed undergrade fiber optic lines that provide interconnect between 4 buildings. The entire PDS buried and encased in concrete.

There are two underground communications vaults in which the conduits terminate into.

Within the vaults are communication cabinets that hold fiber/connection terminations. The two communication cabinets are the devices that require an intrusion detection system. A 1-inch conduit was preinstalled for the sole purpose of providing a path for the alarm cables. The 1-inch conduit runs between the two communications vaults then terminates into building 1057. The IDS connections for the two communications cabinets should be hooked up to the Advantor equipment already installed in building 1057.
