Subject: NASA Johnson Space Center Construction/Infrastructure Improvement Reverse Industry Day One-on-One – Potential Upcoming Projects at NASA, JSC

The following is a list of potential construction/infrastructure improvements that may be discussed or used as reference for questions. Please come prepared to discuss.

Potential Upcoming Projects at NASA, JSC

Engineering Consolidation, Phase 1A & 1B

The Engineering Directorate Consolidation Complex is planned to consist of five phases over the next 20-25 years. Phases 1A and 1B are planned to be constructed in the immediate future.

Phase 1A is the construction of a new High Bay Machine Shop. Phase 1B will be a revitalization of Building 13’s existing High Bay (13S).

The Phase 1A Applied Spaceflight Fabrication Facility (ASFF) is a design-bid-build project and will be a new approximately 37,625 gross square foot (GSF), 42 ft tall high bay industrial manufacturing facility to support manufacturing equipment for production of various large and small components. The new facility is located on a green field site with no previous building facility construction. Considerations for future growth and expansion will be designed into the new facility. The new facility structure will require cast concrete composite tilt-wall panels with concrete slabs on-grade and drilled shaft deep foundations.

Phase 1B – B13S Renewal is a design-bid-build project to remodel the existing first and second floors of Building 13S. It will conceptually be done in two phases to minimize impact to functional capabilities, with a requirement to maintain access and use of the Strongback and Vibration test capabilities during construction.

The overall renewal vision incorporates the following features:

• Abates asbestos through the high bay space.

• Retains critical equipment in-place for large structural testing.

• Remodels the existing spaces on the First Floor east of the Structural Test Areas into laboratories, offices and storage space.

• Remodels the existing Second Floor into additional laboratories and provides an overview walkway looking down over the Structural Test Areas.

• Replaces Stair 10SS/20SS with code-compliant stair and fire-rated enclosure.

Replace Electrical Chillers, B24

This is a design/build project to replace three 2,000-ton electric chillers located in Building 24, main Central Heating and Cooling Plant. The new chillers will be of similar size and in the same location as existing chillers. Replacement will need to be sequenced so that not all three chillers are taken down at once to maintain operational capacity at the center.

Replace Electrical Chillers, B28

This is a design/build project to replace one of the three 2,000-ton electric chillers at Building 28, Auxiliary Cooling Plant. The new chiller will be of similar size and in the same location of an existing chiller which is no longer operational.

Upgrade Cooling Tower Capacity, B24

This is a design/build project to add a two-cell cooling tower to the existing cooling tower capacity at Building 24, Central Heating and Cooling Plant. This new tower shall include a new chemical feed system to treat the cooling water along with a basin sweeper filtration system.

Replace Boilers, B24

This is a design/build project to replace two active 60,000 pound/hour steam boilers in Building 24, Central Heating and Cooling Plant. These will be replaced with four to six modular dual-fuel boilers to allow for flexibility and standby capabilities. The existing boilers can be fired on natural gas or fuel oil and the new boilers shall also. Space for new package boilers is available so active boilers can stay operational until new units are online to maintain operational capacity.

New Campus Chilled Water Filtration/Treatment System, B24, B28

This is a design/build project to install a filtration and chemical treatment system at Building 24, main Central Heating and Cooling Plant and Building 28, Auxiliary Cooling Plant for the campus chilled water system loop. Lack of filtration is resulting in buildup of sediment in low sections of the tunnel distribution system which must be periodically blown down to remove sediment. In addition, cooling coils across the campus require strainer blowdowns and cleanings due to being clogged with sediment. Lack of chemical treatment results in corrosion of the interior of the chilled water distribution piping.

Replace Electrical Feeders

This is a design-bid-build project to replace numerous 15 kV rated electrical feeders from our electrical substation switchgear to our buildings high voltage switches. Each feeder supplies multiple buildings, and each building is connected to two feeders for redundancy. Quantity of feeders to be replaced is yet to be determined.

Replace Building Transformers and Line Switches

This is a design-bid-build project to replace numerous 15 kV rated transformers and high voltage line switches at the buildings. The number of transformers and switches vary based on the facility. Replacement will affect power to the facilities, so will need to be coordinated. Quantity of transformers and line switches to be replaced is yet to be determined.

Replace Potable Water Tanks, B339 and B341

This is a design-bid-build project to replace two existing metal ground-mounted water storage tanks that are 600,000- and 1,000,000-gallon capacities respectively with new 800,000-gallon tanks. The new tanks shall be precast, prestressed concrete ground-mounted water storage tanks.

New tanks shall be tied into the existing underground piping with new lines, fittings, valves, etc.

One tank to be replaced at a time while the second tank remains operational.

Replace Potable Water Tie-ins for Buildings

This is a design-bid-build project to disconnect approximately 25 buildings from the center’s old legacy potable water system which provides a combined potable water and fire water service.

Previous phases of this work have installed a new potable water loop and separate fire water loop. This project will provide separate connections to these new water loops for each of the 25 buildings.

Air Handler Replacement

This is a design-bid-build project to replace numerous air handler units of various sizes across the center that have either already failed or are severely deteriorated due to age. Multiple units will be packaged together. Number of units to be replaced have yet to be determined.
