Single Source Justification (Simplified Acquisition)
November 2018 Page 1 of 1
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 501CSW/PK
Project/Program Name: Rhino Advanced Safety Barrier
Purchase Request / Local ID Number: F3B7SF9269AW01
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
40 Rhino Advanced Safety Barrier (White) and 40 Rhino Advanced Safety Barrier (Orange)
Section C: Justification for Soliciting from a Single Source or Brand Name
RAF Croughton currently utilizes Rhino Advanced Safety Barriers across the installation. These barriers are portable and used at various locations depending on mission needs. Only Rhino barriers are compatible with each other. Purchasing another type of barrier would limit the mission capabilities because the end user would not be able to utilize the existing barriers. It is not advantageous for the government to re-procure already existing barriers in order to meet mission needs.
Section D: Efforts to Obtain Competition
This requirement is being solicited to local vendors as a brand-name requirement. The government anticipates it will receive multiple offers in response to the Request for Quote.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The government will continue to conduct market research to identify passive barriers that are compatible with the existing barriers at RAF Croughton.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
