Statement of Work Air Force Recruiting Mobile Office Trailer
1 PURPOSE. Purchase the design, manufacture, and delivery of a Mobile Office Trailer for use by the Air Force Recruiting Service at austere locations.
2 DESIGN REQUIREMENTS: The 317th Recruiting Squadron is in need of a Mobile Office Trailer to be used in areas that do not have a recruiting office nearby. This need is driven by limited recruiting offices in major cities within the squadron’s area of responsibility and in rural areas. This trailer will be used to reach potential applicants that may not have access to transportation to meet with Recruiters in their offices. Additionally, in some zones the closest recruiting office can be more than an hour away; which may disincentive potential applicants from joining the Air and Space Force.
3 REQUIREMENTS:
3.1. Dual Axle Trailer that can be towed with a F-350 (Towing capacity 12,500lbs)
3.2. Length: 240” or 20’ 0”
3.3. Width: maximum: 102” or 8’ 6”
3.4. Rear loading ramp.
3.5. Trailer construction, layout, and material should be similar to the ATC PRO 300C 20’ Office Trailer without a Bathroom
3.6. Reinforced door frames with exterior anti-pry plates
3.7. Contractor will provide Federal/State DOT certificate, including trailer load weight and speed rating
3.8. Trailer Interior:
3.8.1 Two desks which can be utilized while seated in standard office chair. The desks will be used by two recruiters for applicant interviews. These desks should be secured and unable to move during transit. Desks should be spaced so that each recruiter can accommodate at least one applicant. Desks should be large enough to accommodate two monitors, keyboard, mouse, laptop, small printer.
3.8.2 One 120V/60 Hz electrical outlet with two sockets will be installed for each desk.
3.8.3 Two 120V/60 Hz electrical outlets with sockets will be installed in gallery area which should be easily accessible for mini-fridge, coffee maker, and microwave.
3.8.4 At least one 120V/60 Hz electrical outlet on each side of the back half of trailer to be used by miscellaneous equipment
3.8.5 All internal doors and drawers will be lockable to prevent opening during transportation.
3.8.6 Storage space for each desk.
3.8.7 Galley area outfitted with mini-refrigerator, microwave and storage for food. This space will be used to hold refreshments for applicants. Space should be suitable for at least a microwave mini refrigerator, and coffee pot.
3.8.8 Large Storage cabinets. Should have at least three shelves. This space will be used to hold miscellaneous equipment and office supplies.
3.8.9 Entry door from the outside of trailer on the passenger side with upgraded lock to maximize security and safety
3.8.10 Heated and cooled. Controllable from inside trailer.
3.8.11 Sufficient Electrical for galley area, two computers, scanner, printer, and desks
3.8.12 Sufficient lighting to be able to work and view all areas of workspace.
3.8.13 Flooring should be non-slip or textured, non-porous for easy cleaning.
3.8.14 Counter tops should be non-porous for easy cleaning.
3.8.15 Fire, smoke, and CO2 detection/alarm
3.8.16 One fire extinguisher mounted in front half of trailer
3.8.17 Entry doorbell
3.8.18 First Aid Kit with Automated External Defibrillators (AED) mounted on wall
3.8.19 Trailer will not include bathroom
3.9. Trailer Exterior:
3.9.1 Low noise gas powered generator with secure storage area large enough to run all heating/cooling, mini fridge, microwave, coffee pot, lighting and office equipment (two laptop computers, printer, CCTV, etc) while on site.
3.9.2 At least two windows for natural lighting, fixed closed. All external windows should be tinted and have fragment retention film mounted on internal side for privacy and security.
3.9.3 LED lighting on all sides to ensure safety of members inside trailer.
3.9.4 All four corners of the trailer must have leveling jacks as the trailer will operate without a vehicle attached. Powered jacks are preferred.
3.9.5 Space to store a small amount of fuel for the generator. 10 gallons or less.
3.9.6 Any batteries required for the delivered trailer to operate within standards.
3.9.7 Chock blocks for all wheels.
3.9.8 All four trailer sides will be wrapped with a design provided by the Air Force Recruiting Service. Vendor will provide trailer dimensions to the Air Force. Wrap design will be developed using vendor provided dimensions; design may take up to 30 days.
3.9.9 Electrical Awning which extends length of trailer on entrance side. Will be used as space for applicant to sit when waiting for appointment.
3.9.10 Closed Caption Television (CCTV) with digital video recorder (DVR) and interior monitor which allows occupants to monitor all sides and doors
4 DELIVERY REQUIREMENTS:
4.1. The delivery location is 6710 Oxon Hill, MD, 20745 (317 RCS).
4.2. At delivery, the contractor will provide keys (at least two sets) and all necessary trailer documentation.
4.3. Contractor will perform walk-through and functional acceptance check to demonstrate all systems/equipment are in working order.
4.4. Contractor will provide familiarization training on the trailer and installed systems
4.5. Contractor will transfer title at time of acceptance
5 INSTALLATION REQUIREMENTS:
5.1. The contractor shall be responsible for on-site coordination of all staging and deliveries of their product, to include access to and operation of any equipment needed for unloading and movement of materials or product.
5.2. The contractor is responsible for post installation cleanup, which will include removal of all material, packaging and all other debris left as a result of delivery. Government dumpsters and/or recycling containers shall not be available for disposal of materials, packaging or other debris during execution of contract. General clean-up of material, packaging and work areas will be conducted during job progress. All trash removed from the worksite shall be disposed of in accordance with state laws. Packaging and other recyclable materials shall be recycled where ever possible.
5.3. The contractor shall be responsible for following all safety and security guidelines within the area in which work is being performed, to include securing any contractor owned tools or equipment and any on site storage being utilized.
5.4. Contractor shall be liable for any damage to Government property caused by the contractor or their representatives. Any damages identified by the contractor shall be immediately reported to the Contracting Officer and SOS representative.
5.5. The contractor shall inspect all new furniture to ensure it is free of surface dirt and defects, the

5.7. The contractor shall provide all new components, completely assembled, installed and operational.
6 STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.
7 Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment.
8 Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment.
