STATEMENT OF WORK
05 September 2018 Delivery of Stress Vest Training Equipment to 87th Security Forces Squadron at Joint Base McGuire-Dix-Lakehurst
1.0 PURPOSE:
The 87th Security Forces Squadron personnel are required to train annually on use of force scenarios. Specifically, AFI 31-117, Arming and Use of Force for Air Force Personnel, states annual use of force training for Security Forces members will include performance based practical training incorporating decision-making based on scenarios they are likely to encounter. An integrated laser based (non-projectile) weapon training system eliminates the need to continuously replace sim-munition rounds, and allows for more flexible and realistic training opportunities. Also, a stress vest system eliminates the need for burdensome and un-realistic safety equipment while inoculating natural stress through vibration and electric shock.
2.0 SCOPE:
Upon award, the selected contractor will be required to provide and deliver the non-projectile use of force firearm tactical training equipment specified in Attachment # 1.
3.0 OBJECTIVE:
Provide realistic and effective use of force training for Security Forces members through the use of a non-projectile pain penalty system for team training used in place of sim-munition training and reducing downtime waiting for range availability while reducing the money spent on single use sim-munition rounds. As this equipment is compatible with all currently issued duty gear and is easily deployed for use it would be included in Active Shooter Exercise Scenerios, Use of Force Training and Force on Force Training, along with annual individual duty position qualification exercises.
4.0 EQUIPMENT SPECIFICATIONS
a. An individual system is considered to be:
1. vests with sensors
2. face sensors
3. side panels capable of registering/recording hits
b. Each “hit” to the individual system must have the capability of inflicting a pain penalty through vibration and electric shock (setting controlled through instructor tablet)
c. The system must include weapon conversion kits that emit eye safe laser pulse when fired (non-projectile)
d. The system must include an instructor controller tablet to configure/control vests and monitor hits in real-time
e. The system must include a warranty of at least 1 year parts/labor with options to extend.
f. See Attachment for equipment descriptions and quantities to be fulfilled
g. Delivery of equipment will be within 8 weeks from time of award.
5.0 STANDARDS AND TESTING REQUIREMENTS
· Shall meet Class 1 LED “eye safe” requirements of IEC / EN 60825-1.
· The system shall be capable of operating in a temperature range of 20° F to +90° F.
