About this file

This document outlines the salient characteristics and requirements for a turnkey F-35 engine run simulator system to be delivered to Eielson Air Force Base, Alaska.

The Government requires a fully integrated, self-contained simulator that replicates the F-35 engine start sequence, emergency scenarios, and fault codes with true-to-life cockpit physical characteristics and dimensions. The system must fit within a compact footprint not exceeding 70" L x 45" W x 60" H, operate on standard 110 VAC, 60 Hz power, and be constructed of commercial/industrial-grade materials to withstand continuous, high-repetition training use. Required functional hardware includes a power control panel with ICC switches, battery switch, cabin dump, IPP start, and emergency stop switches; an articulating throttle box with master light switch and communications transmission switch; two functional foot pedals with realistic braking pressure simulation; a panoramic control display (touchscreen) rendering true-to-life F-35 cockpit data including thrustmeter, gauges, prognostic health management, cautions, and warnings; a visually representative ejection seat; a flight control stick with true-to-life dimensions and articulation; a functional parking brake switch; an engine run switch with full forward, middle, and aft positions; and a V-BIT switch capable of generating fault codes. The system must include all internal computing hardware and processors for seamless operation without lag, operate as a stand-alone, air-gapped system independent of DoD networks, include perpetual software licensing with routine patches and bug fixes provided at no additional cost during the warranty period, and comply with International Traffic in Arms Regulations (ITAR) standards. Delivery is F.O.B. Destination to Eielson AFB, AK, and must include on-site installation, configuration, comprehensive train-the-trainer operator training, commercial operating manuals, basic troubleshooting/maintenance guides, and a minimum 24-month warranty on all hardware and software with dedicated technical support.

Salient Characteristics of the Requirement

1. General Scope

The Government requires a turnkey, fully integrated F-35 engine run simulator that replicates the engine start sequence, emergency scenarios, and fault codes. The system must replicate the physical characteristics, dimensions, and articulation of a true F-35 cockpit to build familiarity, muscle memory, and confidence during engine run operations. The delivered product must be a self-contained system requiring no additional Government-furnished IT hardware to operate.

2. Physical & Environmental Characteristics

• Form Factor: Must be a compact design capable of deployment/storage (e.g., fits within standard ISU-90 footprint). Maximum dimensions shall not exceed 70" L x 45" W x 60" H.

• Power: Must operate on standard US power (110 VAC, 60 Hz).

• Durability: Components must be constructed of commercial/industrial-grade materials designed to withstand continuous, high-repetition training environments.

3. Functional Hardware Requirements

• Power Control Panel: Must feature all three ICC switches, battery switch, cabin dump, IPP start, and IPP emergency stop switches.

• Throttle Box: Must articulate forwards and backwards and include a master light switch, communications transmission switch, and friction adjustment knob.

• Foot Pedals (Qty 2): Must be fully functional and simulate realistic braking pressure.

• Panoramic Control Display (PCD): Must be a touchscreen display capable of rendering data true to the real F-35 cockpit experience (including thrustmeter with all gauges, prognostic health management, cautions, and warnings). Must respond accurately to simulated emergency conditions and corrective actions.

• Ejection Seat: Must be visually and physically representative of the real aircraft seat (functional ejection capability is not required).

• Flight Control Stick: Must feature true-to-life dimensions, articulation, and responsiveness.

• Parking Brake Switch: Must be functionally able to be set "on" and "off" and register the status on the PCD.

• Engine Run Switch: Must be functional to simulate engine run and motoring with full forward, middle, and aft positions.

• Vehicle Systems Built-In Test (V-BIT) Switch: Must be functional and indicate running tests on the display, with the ability to generate fault codes.

4. Software, IT, and Compliance

• System Processing: Must include all necessary internal computing hardware/processors to run the simulation seamlessly without lag or degradation.

• Network Independence: The system must be capable of stand-alone, air-gapped operation and shall not require connection to a Department of Defense (DoD) network to function.

• Licensing & Updates: Must include a perpetual software license for the simulation operating system. Routine software patches and bug fixes must be provided at no additional cost during the warranty period.

• Compliance: The system and its manufacturing, wholesale, and distribution must strictly comply with all International Traffic in Arms Regulations (ITAR) standards.

5. Delivery, Installation, and Support

• Delivery: F.O.B. Destination to Eielson AFB, AK.

• Installation & Training: Must include on-site installation, configuration, and a comprehensive "train-the-trainer" operator training session by qualified personnel for designated Government users.

• Documentation: Must include commercial operating manuals and basic troubleshooting/maintenance guides.

• Warranty & Support: Must include a minimum 24-month warranty on all hardware and software, with dedicated technical troubleshooting support.
