About this file
This is a Restricted Competition Decision Document for a single-source procurement of an F-35 Engine Run Simulator by the U.S. Air Force, 354 CONS/PKB contracting activity, for use at Eielson Air Force Base, Alaska.
The requirement is for procurement of a turnkey, fully integrated, and self-contained F-35 Engine Run Simulator capable of replicating engine start sequences, emergency scenarios, and fault codes of an actual F-35 aircraft. The system must operate without requiring additional Government-furnished IT hardware. Market research conducted in accordance with RFO 10 determined that iPerformX holds exclusive distribution rights for the iPerformX F-35 Simulator within the United States and is the only source meeting the exact mixed-reality training specifications. Two other companies expressed interest but offered foreign-sourced software and hardware with inferior warranty options. The Government justified single-source procurement based on proprietary control of technical data and licensing by the vendor, with reverse-engineering or custom development presenting substantial cost duplication and unacceptable delays. The Contracting Officer, Ronald Greig, SSgt/E5, made a formal determination on July 13, 2026, that circumstances warrant single-source procurement under RFO 12.102(a). Future market research will be conducted prior to any extended maintenance contracts or acquisitions to identify alternative F-35 simulator platforms or changes to authorized reseller networks.

Restricted Competition Decision Document
General Contract Information
• Contracting Activity: 354 CONS/PKB
• Project/Program Name: F35 Engine Run Simulator
• Purchase Request: TBD
• Estimated Contract Cost w/ Options:
Description of the Supplies/Services Required:
The requirement is for the procurement of a turnkey, fully integrated, and self-contained F- 35 Engine Run Simulator to meet training requirements at Eielson AFB, AK. The system must replicate the engine start sequence, emergency scenarios, and fault codes of a true F- 35 aircraft, requiring no additional Government-furnished IT hardware to operate.
Explanation for soliciting from Single Source or Brand Name:
Market research was conducted in accordance with RFO 10. Research confirmed that iPerformX holds the exclusive distribution rights for the iPerformX F-35 Simulator within the United States. No other authorized resellers or equivalent systems that meet the exact mixed-reality training specifications for this requirement were identified. There are no active patents on the hardware or software, but the vendor holds strict proprietary control over the technical data and licensing.
Attempting to reverse-engineer or develop a custom simulator from scratch would result in substantial duplication of costs to the Government that are not expected to be recovered through competition, as well as unacceptable delays in fulfilling the training requirements at Eielson AFB.
Efforts to Obtain Competition To date, only iPerformX was conforming to the sources sought requirements and expressed a written interest in this acquisition. 2 other companies expressed interest but had software and hardware from foreign countries and could not provide the same warranty options.
Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to monitor the market for new technologies, alternative F- 35 simulator platforms, and changes to authorized reseller networks. Market research will be conducted prior to any future acquisitions or extended maintenance contracts to determine if other sources have become available.
Contracting Officer’s Determination I have determined, in accordance with RFO 12.102(a), that the circumstances of this contract action deem only one source is reasonably available.
