About this file

This document is a Questions and Answers (Q&A) file for solicitation F2Z3355211AW02 regarding a Portable Vehicle Barrier (AVB) procurement. Key details include requirements for a mobile anti-ram vehicle barrier system to be deployed on an asphalt, flat/even surface with specific technical specifications. The Q&A covers installation details such as power requirements (300 ft power cable, option for solar panels), remote push button control, surface mounting, and anti-corrosion finish (hot dip galvanization is acceptable). The base will handle power conduit setup, and the barrier may be moved to support installation operations. Vendors are expected to provide a barrier with red/white marking, and the lead time of 8-12 weeks for fabrication is acceptable to the procuring agency. The solicitation was posted on SAM.gov, and no pre-approved vendors were specified for base access.

Q&A

F2Z3355211AW02 – Portable Vehicle Barrier

1. Q: DOD crash ratings are based on USACE Protective Design Center (PDC) Ant-Ram Barrier List (most current June 2025). Is there a published list of acceptable barrier systems tested in accordance with specified “Department of Defense Science and Technology Management (DOD STM)” or is the intent to have referenced ASTM (ASTM F2656 Standard Test Method for Vehicle Crash Testing of Perimeter Barriers) or DOD (USACE/PDC) Anti-Ram Barrier List?

A. The DoD Anti-Ram Vehicle Barrier List is on the web.

https://www.nwo.usace.army.mil/Portals/23/docs/PDC/DOD_Anti-ram_Vehicle_Barriers_Sept_2025.pdf?ver=5bZfzlpm6VyIeOj--53lYA%3d%3d

2. Q: Though with the implementation/deployment of temporary portable or mobile barrier systems, pavement (roadway) preparation is not typically required, significant roadway crown or uneven surfaces would require to be properly prepared for any manufacturer make/model portable/mobile barrier system to perform as crash tested.

What is the existing roadway condition(s) in which the specified AVB system is to be deployed?

A. Asphalt, flat/even surface.

3. Q. Is specified 300 ft. power cable (temporary extension power cord for hard wired power cabling) from source to AVB system to be installed via existing conduit pathways or within surface conduit with conduit protection covers, at applicable location(s), to be furnished by bidder/contractor?

A. A. Yes, it will be temporary as the base will place when needed at our discretion. Base Civil Engineering will set up all power conduit or pathways.

4. Q. Is intent for 300 ft power cabling to be temp. extension cord type or hard wired into AVB system?

B. Yes, it will be temporary as the base will place when needed at our discretion.

5. Q. Specified “or solar panel battery power”, as solar capability is an option for all manufacturers, is solar panel devices to be included with Bid Proposal?

A. Solar panels should be included in the proposal, please see Statement of Need.

6. Q. What is the estimated distance from the specified Remote Push Button Control Station to the location AVB system is to be installed?

https://www.nwo.usace.army.mil/Portals/23/docs/PDC/DOD_Anti-ram_Vehicle_Barriers_Sept_2025.pdf?ver=5bZfzlpm6VyIeOj--53lYA%3d%3d https://www.nwo.usace.army.mil/Portals/23/docs/PDC/DOD_Anti-ram_Vehicle_Barriers_Sept_2025.pdf?ver=5bZfzlpm6VyIeOj--53lYA%3d%3d

A. It will need to be far enough behind the gate that the guard can activate the barrier before the vehicle can gain entry.

7. Q. Is the control cabling from Remote Control Panel installed location to AVB system to be installed via existing conduit pathways or within surface conduit with conduit protection covers, at applicable location(s), to be furnished by bidder/contractor?

A. Cabling is not installed. Barrier may be moved to support operations on the installation. The unit is not asking for the vendor to install anything, just get us the barrier.

8. Q. a. Is Red/White marking acceptable in accordance with typical DOD finish requirements?

A. Red/White marking is acceptable.

9. Q. What is the AVB system required/specified anti-corrosion finish requirement prior to paint finish in accordance with DOD requirements?

Hot dip galvanization (HDG) provides significant longer durability and reliability with minimal to zero major steel corrosion issues. Some manufacturer’s products typically either include applying the lesser expensive, less durable zinc rich prime anti-corrosive applications or only galvanization of specific components vs.

entire structure (below and above grade) of their systems prior to painting the above grade secure retractable sub-components. Hot-Dip Galvanization is in many cases over 10X thicker in coverage and corrosion protection. Hot-dip galvanizing is a better bonding method - metallurgical instead of mechanical application.

The reliability of hot-dip galvanized coatings in protecting steel in a given environment is an order of magnitude higher than that of zinc rich primer and/or only being painted because galvanized coatings never fail in service through application related factors.

A. Hot Dip Galvanization will be fine.

10. Q. Is Base to prepare offloading forklift/crane or shall the Bidder/Contractor be responsible for offloading?

A. A forklift or dock can be arranged, vendor will need to advise how they plan to ship the barrier, unless wheels on barrier allow for manual offloading.

11. Q. If Bidder/Contractor is responsible, does Base have a list of recommended or prior approved for Base access vendors?

A. No, this requirement was solicited on SAM.gov

12. Q. Unless the solicitation was prearranged with a specific manufacturer, these systems are not typically “stock” items and require a nominal 8-12 week fabrication lead time.

a. Is stated lead time acceptable from date of award?

A. 8-12 weeks is acceptable.
