Single Source Justification (FAR Part 13 Acquisition Below Simplified Acquisition Threshold)
Section A: General Contract Information
Contracting Activity: 22d Contracting Squadron Purchase Request/ Identification Number:
F2Z1117094AW01
Project/Program Name: SAR Firefighter/Multi-Lateral Exercise 17-02
Estimated Contract Cost (including Options):
$11,256.00
Section B: Description of the Supplies/Services Required
This is a J&A for the sole source requirement to purchase the services of two Firefighting/Crash Crew members. The requirement is to accomplish shift work for Aircraft Rescue and Fire-Fighting (ARFF) for 7 shifts planned from 18 April 2017 - 3 May 2017. This J&A will encompass the 22d Contracting Squadron purchasing two ARFF fire crew members for seven days from the Merced County Fire Department in Atwater, CA for the Castle Airport.
Aircraft Rescue and Firefighting/Crash Crew members are apart of a special category of firefighting that involves the response of any aircraft involved in an airport ground emergency. This includes the evacuation and possible rescue of passengers and crew members.
Section C: Justification for Soliciting from a Single Source
Currently, the Castle Airport, CA does not possess the manning required to provide ARFF services to Castle Airport while McConnell KC-135's are present. In accordance with AMCI 11-208 table 10.3, a minimum of eight firefighters are required to support the increased aircraft presence. Local firefighting support is provided by The County of Merced, CA. No other firefighting capability exist in the area. This firefighting organization normally staffs with 6 personnel. To support this exercise, Merced County will be required to pay for two additional firefighters to conduct an exercise scheduled to start on 18 April 2017. Therefore, IAW FAR 6.302-1 it is in the interest of the government to source this requirement to a single source, Merced County Fire Department to obtain the necessary firefighters.
Section D: Efforts to Obtain Competition
There are no competing agencies as the County of Merced California is the sole entity that can provide ARFF personnel for Castle Airport which resides in Merced County, California.
Section E: Steps to Preclude Future Single Source Awards
Due to the nature of this exercise , additional ARFF trained personnel are necessary. Exercises are normally executed at military airfields capable of supporting KC-135 aircraft. Future exercises will be planned to optimize use of these military airfields.
Section F: Contracting Officer's Determination
I have determined, in accordance with 10 USC 2304(f) as implemented in FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
