Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY
November 2018 FOR OFFICIAL USE ONLY Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112
Project/Program Name: Situational Awareness Data Link (SADL) Ground Station Kit
Purchase Request / Local ID Number: F2XTB99164AW04
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The 908th Airlift Wing requires a SADL Ground Station Kit with Tactical Airlift Mission Software Suite (TAMSS) v3.10.1.
This standalone portable kit will enable frequent and enhanced tactical data link training at the local level, threat scenario and blue air generation, beyond line of sight communication to include encrypted messaging and command and control functions for the C-130H aircraft. The following requirement will be procured using appropriation 3740, Squadron Innovation funds, which is a sub-category of Air Force Reserve Operations and Maintenance (O&M) funds:
CLIN 0001: Situational Awareness Data Link Ground Station Kit in accordance with the Statement of Requirement (SOR) (see KT FileShare, Requirements Element for SOR and list of components included in kit)
Quantity: 1 Each
Section C: Justification for Soliciting from a Single Source or Brand Name
This requirement will be solicited as a sole-source firm fixed price purchase order to Gauss Management Research and Engineering (GMRE). GMRE is the only known provider of a SADL ground station kit designed specifically to interface with the Real Time Information in the Cockpit (RTIC) system installed on the AFRC and ANG C-130H aircraft. The software that is a part of the ground station kit (TAMSS v3.10.1) is proprietary and is the only software that will interface with the existing TAMSS software currently installed on all C130H aircraft. Every C-130H (approximately 180 aircraft in the USAF inventory) are equipped with SADL capability and currently operates on the TAMSS software. No other software other than TAMSS is compatible for interoperability among the aircraft or ground stations.
The GMRE kit includes equipment, protocols, and simulation capabilities that are custom tailored to work with the SADL network and TAMSS software. The current tactical data link capability is restricted to aircraft to aircraft communication, and no simulation ability. The SADL Ground Station Kit produced by GMRE allows for a ground based training link, providing flexibility of training, mobile command and control off-site, and threat scenario generation and simulation from ground to aircraft, as well as real-time capabilities. GMRE is the sole provider of the tactical data link equipment, software and training for the C-130H aircraft, including sustainment and support of the system. Based on market research, no other contractor has the capabilities to interface or provide interoperability with the existing C-130H aircraft.
Section D: Efforts to Obtain Competition
Efforts to obtain competition were accomplished by posting a Sources Sought to Federal Business Opportunities (FBO) on 12 July 2019 with a response date of 18 July 2019. One response was received from GMRE. Additionally, an Intent
Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY
November 2018 FOR OFFICIAL USE ONLY Page 2 of 2 to Sole Source was posted to FBO on 29 July 2019 with a response date on 01 August 2019; no responses were received.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Based on market research no other companies have current involvement in the development, procurement and sustainment of the tactical data link on-board C-130Hs. Until a different software platform other than TAMSS is installed on the C-130H aircraft, there is no way to preclude future sole source awards.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
