About this file

This document is a Department of the Air Force memorandum providing command guidance for MH-139 aircraft operations. In the absence of AFRC/A3V representation, AFRC MH-139 units are directed to use the Lead Command (AFGSC) guidance and publications. The guidance includes lead command supplements, FCIFs, and asset Protection Level status. Commanders can operate more restrictively, and aircraft commanders maintain final authority over safe flight operations. AFRC/A3J will provide oversight and implementation guidance for all AFRC MH-139 units.

The related federal contract opportunity is an intent to sole source award an Aircrew Body Armor Vest (ABAV) system to First Spear LLC. The ABAVs are required for flight and aircrew survival to provide ballistic protection, and allow carriage of weapons, ammunition, and survival gear. This will be a firm-fixed price contract under simplified acquisition procedures. No written solicitation will be issued. Responses should demonstrate capability to meet the stated requirements.

AIR FORCE RESERVE COMMAND

27 March 2024

MEMORANDUM FOR AFRC MH-139 Units

FROM: AFRC/A3J

555 Robins Parkway Robins AFB GA 31098-2005

SUBJECT: Command Guidance for MH-139 Operations

1. In the absence of AFRC/A3V representation, AFRC MH-139 operations and associated operational support functions are directed to use the Lead Command (currently AFGSC) guidance and publications when applicable to the MH-139. This memo will become obsolete once the AFRC/A3V functions are established for the MH-139.

2. Guidance includes but is not limited to lead command supplements to HHQ publications, applicable FCIFs and determination of asset Protection Level status.

3. This directive in no way limits commanders’ ability to operate more restrictively or impacts aircraft commanders’ final authority in safe flight operations.

4. AFRC/A3J will be advised of all guidance and publications changes. Furthermore, AFRC/A3J will provide MAJCOM oversight and implementation guidance for all AFRC MH-139 units.

5. Please direct any question to my POC, Lt Col Dan Turpin, at DSN 497-0593.
