About this file

This document is a Statement of Requirements (SOR) for a ground to air communications radio system. The key requirements are:

The radio system must provide secured/encrypted ground to air and air to ground communications with line-of-sight, non-line-of-sight, and satellite communication (SATCOM) capabilities, covering FM, VHF, UHF, and K-band frequencies. The system must be modular and interoperable with the existing Harris 117 radios used by the 42nd Air Base Wing. Critical requirements include SATCOM encryption capability, a wide VHF/UHF frequency range, and direct user programming. The Air Force intends to sole source this requirement to L3Harris Technologies under simplified acquisition procedures. Responses should demonstrate the ability to meet the requirements outlined in the SOR.

1.0 PURPOSE. TO ALLOW FOR GROUND PERSONNEL TO COMMUNICATE WITH

AIRCRAFT.

2.0 DESCRIPTION OF ITEMS. THE FOLLOWING ITEMS ARE REQUIRED FOR

PERFORMANCE UNDER THIS CONTRACT: THE ITEMS LISTED IN THIS PACKAGE FORM A

RADIO COMMUNICATIONS SYSTEM THAT ALLOWS FOR GROUND TO AIR RADIO

COMMUNICATIONS. THE RADIO SYSTEM MUST ALLOW FOR SATCOM (SATELLITE

COMMUNICATIONS) AND ENCRYPTION CAPABILITY. SECURED/ENCRYPTED GROUND TO

AIR AND AIR TO GROUND RADIO COMMUNICATIONS WITH LINE-OF-SIGHT, NON-LINE-

OF-SIGHT, AND SATCOM CAPABILITIES THAT ALSO COVERS FM, VHF, UHF, AND K-BAND

FREQUENCIES. THE SYSTEM ITSELF IS BEING REQUESTED UNDER BRAND NAME

PROVISIONS. THE FOLLOWING ARE THE REASONS FOR THE BRAND NAME REQUEST:

2.0.1 OBTAINING HARRIS 117 GUARANTEES THAT REQUIRED INTEROPERABILITY AND

ENCRYPTION KEY COMPATIBILITY IS MET, ALLOWING FOR COMMUNICATIONS WITH

ALREADY EXISTING HARRIS 117 RADIO OPERATED BY 42 ABW/CP.

2.0.2 WIDE VHF/UHF FREQUENCY RANGE (30-225 MHZ VHF AND 225-512 MHZ UHF).

2.0.3 MUST OFFER SATCOM.

2.0.4 RADIO MUST BE MODULAR, ALLOWING FOR EASE OF TEAR DOWN AND

TRANSPORT. HARRIS 117 PROVIDES THIS CAPABILITY. IT IS MODULAR AND EASILY

MOVABLE WITH MINIMAL EFFORT.

2.0.5 USERS CAN PROGRAM HARRIS RADIO THROUGH DIRECT PHYSICAL BUTTON

INTERACTION.

2.0.6 ORDERING HARRIS 117 ALLOWS FOR INTERCHANGEABLE PARTS/SUPPORT WITH

EXISTING RADIO SYSTEMS ALREADY INSTALLED AND ASSOCIATED PARTS CURRENTLY

AVAILABLE AT MAXWELL AFB.

2.0.7 ENCRYPTED SATCOM CAPABILITY IS CRITICAL TO THE MISSION TO ALLOW FOR

AIRCRAFT TO SECURELY COMMUNICATE WITH HOME BASE IN LOCATIONS AND AT

ALTITUDES WHERE LINE-OF-SIGHT COMMUNICATION IS NOT FEASIBLE. NON-SATCOM

OPTION WOULD BE LIMITED TO LINE-OF-SIGHT ONLY.

2.0.8 THE HARRIS 177 PROVIDES UNIQUE SALIENT CHARACTERISTICS AND UNIQUE

CAPABILITIES THAT MAKE IT CRITICAL TO YOUR MISSION. THE HARRIS 177 IS FULLY-

INTEROPERABLE WITH ALREADY EXISTING RADIO SYSTEM AT MAXWELL ALLOWS FOR

MUTUAL SUPPORT FOR PARTS AND EQUIPMENT BETWEEN 908 AW AND 42D ABW. IN

ADDITION, THE RADIO PROVIDES REQUIRED ENCRYPTION AND SATCOM CAPABILITY

THAT WOULD BE REQUIRED FOR SECURE COMMUNICATION NON-LINE-OF-SIGHT, A

REQUIREMENT NEEDED TO COMMUNICATE WITH AIRCRAFT FLYING AT LOW-

ALTITUDES IN SECURE CHANNELS. RADIOS ALSO WOULD BE INTEROPERABLE WITH

RADIO SYSTEMS USED BY AFGSC, THE LEAD COMMAND OF THE MH-139, WHICH THE FTU

AT MAXWELL SUPPORTS.

2.1 RADIO COMMUNICATIONS SUITE

2.1.1 RADIO COMMUNICATIONS SUITE: SUITE MUST BE ABLE TO PROVIDE WIDE VHF/UHF

FREQUENCY RANGE (30-225 MHZ VHF AND 225-512 MHZ UHF), ALLOW FOR

COMMUNICATIONS WITH ALREADY EXISTING HARRIS 117 RADIO OPERATED BY 42 ABW/

CP, PROVIDE ENCRYPTED SATCOM CAPABILITY, MUST BE MODULAR, ALLOWING FOR

EASE OF TEAR DOWN AND TRANSPORT, ALLOW FOR USERS TO PROGRAM HARRIS RADIO

THROUGH DIRECT PHYSICAL BUTTON INTERACTION, ALLOW FOR

SECURE/ENCRYPTED LINE-OF-SIGHT AND NON-LINE-OF-SIGHT COMMUNICATIONS.
