Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY
March 2018 FOR OFFICIAL USE ONLY Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: Department of the Air Force, Air Education and Training Command (AETC), 42nd Contracting Squadron, Maxwell AFB, AL 36112
Project/Program Name: AS-210 Science of Flight Textbooks and Instructor Guides
Purchase Request/Identification Number: F2XJA38115AW01
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
This requirement is for the purchase of 3,950 (each) AS-210 Science of Flight textbooks and 141 (each) AS-210 Science of Flight instructor guides for AFJROTC, Holm Center, Maxwell AFB, AL. These textbooks are used to teach the JROTC curriculum at 896 detachments at various locations. In FY 2011, AFJROTC Curriculum did a complete revision for the Science of Flight course. The current inventory of textbooks and instructor guides is nearly depleted. A new contract with options is not advisable due to a scheduled rewrite of the material in 2019.
Section C: Justification for Soliciting from a Single Source or Brand Name
This sole source justification is being issued to allow for the award of a firm-fixed price contract to Ascend Learning, the parent company for the publisher, Jones & Bartlett, for the AS-210 Science of Flight textbooks and associated Instructor Guide. This textbook and instructor guide were developed specifically for JROTC under Contract No. FA3300-10-D-0024. The five year contract was awarded to High Stakes Writing on 29 Sep 2010, to not only develop the book, but to meet AFJROTC annual demand.
An additional 5,000 copies of the textbook were purchased last year under contract FA3300-17-P-0103. However, these books are nearly depleted. Additionally, due to rotation of faculty and natural attrition, additional Instructor Guides are required as well. These books are inherent to JROTC curriculum, and a lack of books would cause a disruption in the program.
Jones & Bartlett is the publisher of the identified books and instructor guides. Their ability to provide the requirement at a significantly reduced cost to the Government (see Section D below) creates a unique ability to meet mission needs.
Section D: Efforts to Obtain Competition
In an effort to obtain competition, market research was conducted on 23 Jul 18. A Sources Sought was sent to the 4 vendors under the BPA that Maxwell AFB has for books as well as the publisher of the identified textbooks, Jones & Bartlett.
Three quotes were received from Book BPA holders; ( , The complete quotes came in much higher than expected. The
Government had estimated a unit price of book and instructor guide, based on the previous contract. The proposals had unit prices of respectively.
only provided a quote for the textbooks and stated that they are unable to get the instructor guides.
The publisher stated that they are able to extend the pricing from the original contract per book and per instructor guide. This cost is considered fair and reasonable due to the significant Government savings as compared to other vendors and the use of the same pricing on previous contracts (FA3300-10-D-0024, FA3300-17-P-0103).

Section E: Steps to Preclude Future Single Source or Brand Name Awards
JROTC contemplates conducting a complete rewrite of the textbook in 2019. This rewrite, along with the associated textbook order, will be a competed action.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
