About this file

This document is a Statement of Requirements (SOR) for a Portable Helicopter Fire Training System. The U.S. Air Force at Maxwell AFB has a requirement to purchase a portable helicopter fire training system to provide realistic fire training scenarios for firefighters. The system must include a durable helicopter frame mockup, a high-capacity propane fuel system, fire simulation modules, and a central control system. The training system must also include a trailer for mobility and transportation, as well as on-site training for 10 students. The SOR provides detailed technical specifications for each line item, including the helicopter mockup, trailer, training, delivery, and installation requirements. This SOR is part of a related federal contract opportunity solicitation, which is a Request for Quote (RFQ) for the Portable Helicopter Fire Training System. The solicitation has a competitive best value acquisition approach under Simplified Acquisition Procedures for commercial items. Award will be made to the lowest priced, technically acceptable offeror.

Statement of Requirements Portable Helicopter Fire Training System / Maxwell Fire & Emergency Services

1.0 PURPOSE. Purchase of a portable helicopter fire training system to ensure our firefighters are equipped with the proper skills and training to effectively respond to helicopter fires.

2.0 DESCRIPTION OF ITEMS. The following items are required for performance under this contract:

Maxwell Fire & Emergency Services needs a portable helicopter fire training system, designed to offer firefighters realistic training scenarios. Central to this system is a durable helicopter frame mockup, constructed from metal or other heat-resistant materials, accurately replicating critical parts of a helicopter such as the cockpit, cabin, rotors, and tail section. This mockup must be capable of enduring years of repeated exposure to high temperatures, ensuring longevity and safety. Integral to the simulation's realism is a high-capacity propane fuel system (two 100 lb. propane cylinders), equipped with controllable valves, safety valves, regulators, and emergency shutoff mechanisms, which collectively facilitate the simulation of various fire scenarios in a safe manner. It will also need a series of fire simulation modules, modular units capable of replicating fires in essential helicopter areas like the engine compartment, cabin, and fuel lines, designed to produce realistic fire behaviors while allowing for adjustable fire intensity and spread. A central control system is required for operators to initiate and control fires and to provide emergency shutdown capabilities, with remote control functions for enhanced operational safety. Additionally, the system must be supported by training materials and a curriculum that educates firefighters on how to operate and maintain the fire trainer. Finally, mobility solutions, such as a trailer or mobile platform, are necessary for transporting the trainer to various locations, designed for easy setup and dismantling in diverse environments, ensuring the system's flexibility and accessibility for training purposes.
