United States Special Operations Command Close Quarters Battle (CQB) Statement of Work

1.0 Scope. The United States Special Operations Command (USSOCOM) and United States Special Operations Command Central Command (SOCCENT) require training and instruction in hand-to-hand combatives. The contract will provide for a total of 144 classes consisting of (3) 1-hour, 20 minute sessions each week over a period of 48 weeks.

2.0 Requirements. The contractor shall provide a Primary Instructor. The student-to-instructor ratio shall not exceed 20 to 1. The Primary Instructor must be qualified as black belt under the Royce Gracie system (with a minimum of 9 years’ time in grade) and possess the certification of a Level IV Modern Army Combatives Program (MACP) Instructor. This requirement is critical to ensure the instructor possesses the ability to shape training plans and techniques that meet the demands of current operational and environmental conditions faced by all tactical service members. The training audience will provide a rich source of tactical scenarios which will enhance the realism of training. Participative learning is highly encouraged.

2.0.1 Required Techniques. Combatives instruction will include: Brazilian Jiu Jitsu, Muay Thai, Ground Fighting, Shoot Fighting, Striking Skills, Throwing Skills, Boxing, Joint Locks, Choking, Counters to Punches and Kicks, Counters to Chokes and Headlocks, Counters to Grappling, Edged Weapon Defense, Edged Weapon Skills, Stick or Club Defense, Stick Skills, Firearm Disarming, Firearm Retention, Firearm Presentation (Concealed Carry), Situational Apprehensions, Neutralization of Enemy Personnel, and Handcuffing. Course of instruction should incorporate the tactical employment of these hand-to-hand techniques while operating in environments ranging from a peacetime to a war time. Training will include soldier wear of tactical garments and personal protective equipment. In general, the techniques trained must be executable when the service member is fatigued and when ambient conditions severely limit the sense of sight.

2.1 Location and Frequency of Training. Training shall occur for USSOCOM and USSOCCENT for a total of 144 classes consisting of (3) 1-hour, 20 minute sessions each week over a 48 week period, excluding national holidays. The primary instructor will also conduct one Pre-Deployment and one MACP training course per quarter. Class size shall not exceed 20 to 1 student-to-instructor ratio without advance approval by the Primary Instructor. Approximate dates and times are as follows: Classes will begin the week of September 22, 2014 and be on Mondays, Wendesdays, and Fridays from 1130-1250 (hour and 20 minutes). Any changes to the training schedule will be coordinated with the Primary Instructor at least 7 days prior to the change taking place.

3.0 Deliverables and Schedule. The contractor shall provide the following deliverables to the Project Manager in accordance with the schedule indicated:

An Initial Assessment of the ability of participating service members to execute the required techniques while engaged in tactical operations will be completed within 30 calendar days of the first training session.

A Training Progression Plan for each participating service member will be completed monthly with a closeout date coinciding with the last calendar day of the month. The first Training Progression Plan is due on the first day of the second full calendar month following submission of the Initial Assessment. The Training Progression Plan will illustrate how the Instructors intend to train participating service members so that they can achieve the next skill level. If required, this plan will include recommendations to alter the focus of the training based on the Initial Assessment of service member skill levels.

A Project Closeout Report will summarize the number of personnel who attended training by session, any significant activities observed by the Instructors, and ways in which they would improve CQB training in the future. The Project Closeout Report is due five calendar days prior to the end of period of performance.

The Instructors will maintain a by-name by-session roster of training attendance throughout the period of performance. This roster must be provided to the Project Manager upon request.

4.0 Government Furnished Property and Support. The Government will provide suitable facilities to accommodate CQB training. Each participant will be responsible to provide individual personal protective equipment as required. The CQB Project Manager will assist the instructor in gaining approved access to MacDill AFB, FL. USSOCOM will provide written justification to the Base Security Forces and Project Manager as required to validate the contractor’s request for access.

5.0 Other Direct Costs. None.
