Statement of Work Nabco Model 42-GTR-SCS Upgrade Scope of Work:

The upgrade package for conversion of existing drop in door style TCV to the new Self-Closing Design (SCS) consists of:

A. Installation of Self closing Door (SCS)

B. Installation of WMD Kit which allows TCV to contain a blast up to 10# of C-4 in both vented and gas tight mode of operation. Full sampling kit included.

This upgrade includes the following capabilities and specifications:

· Must completely eliminate the need of the Technician to approach the TCV door during the entire render safe procedure.

· Eliminates any obstruction at the door port by eliminating the winch cable and winch motor itself.

· With the incorporation of a logic control system all door opening and closing operations can be performed by the deployed robotic platform. The logic control box is placed on the frame of the trailer at the rear, so that after the robot loads the TCV it can actuate the logic control function to close the TCV door. The robot can actually stay deployed by the TCV door and video the complete closure of the TCV.

· Gas tight and vented explosive ratings equal to 10 lbs. of C-4

· One time explosive capacity of (20 lbs.) of C-4

· Sampling system to allow for both vapor and liquid samples to be drawn before or after a detonation at zero PSI

· Able to be opened and closed by (1) Technician in the event of manual operation.

· The upgrade must not void the original manufacturer warranty issued when the TCV was originally purchased.

· A written certification will be supplied after the upgrade validating that all welds have not changed since the original manufacture. Actual x-ray reports will be supplied for the original and upgrade weld certifications.

The following actions will also be performed during the upgrade:

· Repaint TCV

· Freight, to include pickup and delivery of TCV

· Inspect and recertify the TCV if needed

· Replace trailer assembly with all aluminum trailer

· Additional lighting and storage upgrades:

· Extendable flood lights

· Fender Mounted tool boxes

· Heavy duty weather tarp covering TCV and Trailer.

· Upon delivery a refresher class with a live field tests to familiarize the user with the new system.

Trailer Specifications:

· Electric Brakes

· Onan Diesel Quiet Run Generator

· Programmable Logic Control

· 22 inch Hitch Height

· Hitch Type: 2 5/16-inch Ball

· Battery Charger with Shoreline Plug

· 7 Pin RV Plug

· Running Lights to DOT Standards

· Tongue Weight No More Than 12%

· TCV Painted Dupont Black. For other color choices, paint code/description must be listed on Purchase Order in order to accommodate.

TCV upgrade MUST meet or exceed the below Validation Certifications:

Performance Standard
Validation Certification
Repeatable Blast Containment Capacity
Repeat capacity to withstand at least 5 full rated (10-pounds (4.5-kg) C-4), consecutive, repeat detonations
Gas-Tight Blast Containment Capacity & Testing Protocol
· Gas tight at maximum repeat charge capacity (10-pounds C-4) and remain sealed indefinitely following a detonation

Testing using (i) thermal and pressure resistant tracer gas (i.e., helium), parts per million detection equipment and a secondary enclosure to increase detection fidelity, and (ii) measurement of the tracer gas before and after detonation

One-Time Blast Containment Capacity
· 20-pound (9.1-kg) maximum capacity rating for a one time detonation validated by non-linear, dynamic analysis
Maximum Blast Testing
· R&D testing above the rated containment capacity to validate safety factors
Demonstration of Safety Factor for protection of EOD tech and public
· Testing with a wide variety of devices and charge weights validating margin of safety associated with the TCV's containment rating

· Full scale testing to demonstrate 125% capability of its repeat capacity with standoff distance of 5 feet or less

· Capable of containing the effects from fragmenting devices, including both soft-packaged and metallic-cased explosive devices

Closed-Loop Chem/Bio Sampling System for Retrieval Pre and Post Detonation, With or Without Pressure
· Testing of unit’s closed loop sample system using liquid and gas samples taken both pre and post detonation

· Testing unit’s ability to pull sample from pressurized vessel into zero psi container to increase safety for the user and the laboratory

· Accurate and representative samples drawn regardless of the internal chemical residue's weight

· Ability to introduce a reagent into the tank to decontaminate the system after sampling is complete

Fail-Safe Operational System
· Testing door operating system for ease of use by the operator, a basic robotic platform, or wireless (if options are selected)

· Testing that unit remains completely closed and sealed even if there is a power, hydraulic or other system failure with no compromise to the integrity of complete system containment

Manual Back-Up System
· Testing ability to manually operate and secure door mechanically in event of power failure prior to door closing, thereby avoiding a catastrophic failure
