Catholic Religious Education Coordinator

Performance Work Statement (PWS)

13 November 2017

PLACE OF PERFORMANCE: Bldg 355 (MacDill Chapel), 2204 Administration Ave, MacDill AFB FL 33621

1. DESCRIPTION OF SERVICES: The Catholic Religious Education Coordinator will be responsible for the Religious Education component of the Catholic ministry, as well as parish specific support for the Catholic Priest at the MacDill AFB Chapel. The Contractor will be responsible for the following:

1.1. Religious Education Coordinator Responsibilities.

1.1.1. Overall development and implementation of the Catholic Religious Education program, conforming to the directives of the United States Conference of Catholic Bishops, as given in the General Directory for Catechesis and the National Directory for Catechesis. This includes meeting the needs of children from pre-school through grade 12.

1.1.2. Developing, proposing, and tracking a 12-month calendar of Catholic Religious Education events and scheduled classes to be submitted to the Catholic Priest or his designate in November for the next Fascial Year.

1.1.3. Coordinating with the Catholic Priest or his designate on proper scheduling and securing of facilities. Once schedule approved submit all request in the chapel facility calendar.

1.1.4. Recruiting and training approximately 40 volunteers to staff the Religious Education program, including sacramental preparation.

1.1.5. Providing an orientation for all new teachers and other training workshops, as needed, during the school year.

1.1.6. Preparing a government funded area-wide Teacher Handbook, approved by the Catholic Priest or his designate, outlining job descriptions, annual calendars, policies and procedures, as well as sacramental guidelines and norms, to be provided to teachers two weeks prior to the beginning of classes.

1.1.7. Preparing a government funded area-wide Parent Handbook, approved by the Catholic Priest or his designate, outlining policies, procedures and class calendars, as well as sacramental guidelines and norms, to be distributed to parents during registration.

1.1.8. Conducting Religious Education staff meetings, as needed, and attending Liturgy Commission meetings in the chapel conference room or annexes. The Contractor is also will attend Chapel staff meetings bi-weekly, as well as local meetings, programs, symposiums, or conferences within the Tampa community aimed at furthering the development of religious education.

1.1.9. Preparing Religious Education publicity materials approved by the Catholic Priest or his designate.

1.1.10. Conducting ongoing registration and maintaining a roster database for students, teachers, staff, and candidates for the Sacraments of Initiation and Reconciliation. Updated lists are to be submitted quarterly to the Catholic Priest or his designate.

1.1.11. Arranging transportation needs for Religious Education programs with funding and/or resources provided by the government.

1.1.12. Supporting the logistical needs of the teaching staff in a timely manner.

1.1.13. Maintaining a supply of government funded consumable materials, conducting inventories of resources and equipment, and submitting reports to the Catholic Priest or his designate.

1.1.14. Developing and tracking the annual Catholic Religious Education budget, with the proposed budget submitted to the Catholic Priest or his designate NLT November for the fiscal year.

1.1.15. Submitting funds requests in accordance with local procedures.

1.1.16. Compiling required reports concerning Religious Education program elements and providing them to the Catholic Priest or his designate.

1.1.17. Providing the required Air Force Chaplain Corps Activity Reporting System (AFCCARS) religious education statistics to the Catholic Priest or designee. Reports are submitted monthly to Catholic Priest by email NLT the last duty day of the month.

1.1.18. Preparing for the Sacraments of Baptism, Reconciliation, Confirmation and Eucharist in a developmentally appropriate fashion. This includes meeting with the students participating in sacramental preparation, as well as their parents.

1.1.19. Preparing, coordinating and transmitting sacramental records to the Archdiocese of Military Services and/or other governing Catholic bodies, as applicable.

1.1.20. Maintaining a continuity file for the Catholic Religious Education Program, including all after-action reports on the MacDill AFB SharePoint or Official network drives.

1.1.21. Maintaining office hours, coordinated with the Catholic Priest that provide suitable availability to manage program elements. Flexibility is paramount, as a minimum of 4 hours each week will be dedicated to weekend duties.

1.1.22. Maintaining availability for extended hours during special events (such as Vacation Bible School, Special R.E. Events), which can result in lengthy and odd hours to be compensated for during adjacent weeks.

1.1.23. Must be able to work unsupervised in a fluid and sometimes stressful environment with staff, adults and children. Must maintain professional standards of conduct and public decorum, including, but not limited to, dress and grooming, which reflects the professional status of the military environment.

1.1.24. Must be positive, self-directed and motivated, with the depth and breadth of knowledge necessary to support the Catholic Religious Education program. Must be able to efficiently organize and manage diverse ministry program elements.

1.1.25. Must be able to maintain healthy, functional and positive interpersonal relationships with coworkers and customers. Must possess the ability to constructively and harmoniously work with the chapel staff, contractors, volunteers, parents, and children involved in the Chapel program.

1.1.26. Must be able to effectively communicate the needs and goals of the Catholic Religious Education Program and the overall Catholic Parish vision to staff, volunteers, and customers.

1.2. Pastoral Support Coordinator Responsibilities.

1.2.1. Attends Catholic Parish Council as an official member.

1.2.2. Developing, proposing, and tracking a 12-month calendar of Catholic ministry events to be compiled from Parish input and presented for approval of the Catholic Priest or his designate.

1.2.3. Scheduling facility usage and submitting funds requests in coordination with the Catholic Priest or his designate.

1.2.4. Assisting the Catholic Priest in the development and tracking of the overall Catholic Parish budget, as well as recording purchase requests approved by the Catholic Priest or his designate.

1.2.5. Maintaining an inventory of all forms of the Archdiocese for the Military Services, USA.

1.2.6. Maintaining and updating Religious Education directory.

1.2.7. Providing orientation and training to volunteers for all chapel procedures.

1.2.8. Serving as a central source of information on personnel, calendars, ongoing and projected events, rosters, and the Catholic budget.

1.2.9. Attending monthly, as well as any additionally scheduled Catholic Parish Council meetings at the base chapel.

1.2.10. Preparing Catholic Parish ministry publicity materials approved by the Catholic Priest or his designate.

1.2.11. Maintaining a continuity file for the Catholic Religious Education ministry program, including all after-action reports.

1.2.12. Must complete an Installation Records Check without any disqualifying incidents for installation access. Complete a National Agency Check in accordance with DODI 1402.5 and other governing Air Force and local instructions.

1.2.13. Must comply with Air Force guidance and local policies related to training in operational, information and personnel security, information protection, antiterrorism and safety.

Must comply with any requirements necessary in order to attain local domain access for internet and email use.

2. SERVICES SUMMARY: The Catholic Religious Education Coordinator will develop and maintain a robust Catholic Religious Education program coordinate with and support the Catholic Priest or his designate in the implementation of the Catholic ministry.

3. TRAINING REQUIREMENTS: The Catholic Parish Coordinator must complete all appropriate annual training requirements in the Advanced Distributed Learning Service online (i.e. Information Assurance, Force Protection, Operational Security, etc.) The Catholic Parish Coordinator must also be trained by the unit security monitor in accordance with Air Force Instruction 10-701 regarding Operational Security and Chapel Critical Information Lists and policies.

4. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The government will provide office space and all necessary materials for the performance of these duties. This will include a government funded desk and chair, computer equipment, office supplies, reference materials, and educational materials necessary for the administration of the program. The contractor will be responsible for safeguarding all government property in the assigned work area and clean up of facilities after events. Facilities and/or equipment will be secured upon completion of each service performed. Ensure all keys issued are safeguarded against loss by use of unauthorized persons. The Catholic Parish Coordinator will report any loss or unauthorized use of keys to the facility manager immediately when the loss or misuse is discovered.

Minimum Catholic Religious Education Coordinator Qualifications

1. Must possess documented evidence of a baccalaureate degree from an accredited university, with a degree in education highly preferred.

2. Experience as a Catholic Religious Education Coordinator is required, with a minimum of three years of experience highly preferred.

3. Must be skilled with word processing and database management software in a Windows environment (i.e. Word, Excel, PowerPoint).

The following bulleted list shows the services provided to the MacDill AFB Catholic community in the past year, as an example of one contractor’s method of performance. These activities met or exceeded expectations. Materials and food are all government funded.

Ongoing/Recurring Tasks

• Studied for and attended monthly Director of Religious Education (DRE) Mentorship program classes for RE Coordinator continuing education. [11.0 hours per month, September thru May]

• Attended monthly Deanery Meetings for DRE for the Diocese of St. Petersburg. [2.0 hours per month, September thru May]

• Acted as a liaison from our Catholic community to local Diocese of St. Petersburg. [Variable,

0.5 hours per month on average]

• Planned and attended Pastoral Council Meetings: Secured time/location, called 15+ attendees, ordered and obtained food, prepared agenda, and completed minutes. [6.0 hours each, six times in the past year]

• Attended weekly Catholic RE instruction to provide oversight. (Sunday mornings at 0900 hours) [2.0 hours per week]

• Attended Chapel staff meetings bi-weekly. [1.0 hours per week]

• Attended both weekend Masses (including fellowship time) to maintain contacts with parishioners. [3.0 hours per week]

• Inspected classrooms for upcoming classes. Removed all Vacation Bible School (VBS) supplies left over from the summer. [1.0 hours]

• Purchased needed classroom supplies for students. (Somewhat continual, though August was the time for primary purchases) [8.0 hours]

• Developed and assembled teacher orientation notebooks containing class schedule, program information, and articles to aid in catechetical teaching and faith formation. [24.0 hours]

• Planned and conducted Catechist Orientation/In-Service Workshop (three-hour class) two weeks prior to start of RE year. [40.0 hours, though some planning occurred in preceding months]

September (Beginning of RE year)

• Continued on-going registration of students and updated class lists. [1.0 hours]

• Prepared and sent out notes to parents regarding “Rosary for Warriors.” Put note in bulletin to ask parishioners to join our children in prayer for our troops. [0.5 hours]

October

• Attended Faith Formation Day sponsored by local Diocese. [7.0 hours]

• Called 30+ families prior to Rosary as a friendly reminder. [2.0 hours]

• Obtained 50+ various books on Saints and Old Testament stories from public libraries for use in class by Catechists and to help research for children to study the saints (and later returned them). [6.0 hours]

• Prepared and sent out notes to parents regarding All Saints celebration. [0.5 hours]

• Called 30+ parents to explain what we do for All Saints celebration, to check if they have any questions, and to refer them to web sites. [3.0 hours]

• Conducted an all-class Rosary with kids and parents. [Conducted during normal RE instruction time]

• Solicited donations by telephone from 30+ families for All Saints treats that were distributed in bags to all parish children. [2.0 hours]

• Began finalizing class list for Sacramental Preparation classes: Reconciliation, First Holy Communion, and Confirmation. Continued pursuit of necessary documentation from parents/students for future registration of Sacraments through the Military Archdiocese and Church of Baptism. [1.0 hours]

• Finalized and confirmed the dates for Sacramental Preparation classes (mainly First Communion and Reconciliation), and notified 30+ parents via face-to-face, letter, and/or phone calls. [2.0 hours]

November

• Planned and prepared Advent Family Project event (planning theme, research, advertising, recruitment, preparing take-home packets, planning agenda, and running the event). [40.0 hours]

December

• Conducted Advent Family Project event. [Conducted during normal RE instruction time;

planning was in November]

• Facilitated the Advent talks and luncheons on the four Wednesdays of Advent. [16.0 hours]

• Helped coordinate Christmas decorations for the Chapel, including planning and purchasing, recruiting volunteers and conducting two decoration days. [16.0 hours]

• Planned and conducted Sacramental Preparation parent meeting (to prepare the parents for educating their children about the March 1st Reconciliation Celebration). [3.0 hours]

• Prepared for distribution of Christmas treats on last day of class prior to Christmas/New Year’s break. [1.0 hours]

• Planned and prepared special RE sub-unit to be included in January-April RE instruction (theme development, research, purchase of supplies). [20.0 hours, spread out over preceding months, but must be finished by December]
