Statement of Work Pest Control Netting for Building 952
JBSA Chapman Annex, TX 18 November 2024
1. DESCRIPTION OF WORK.
1.1. General Requirements.
The contractor shall provide all personnel, equipment, supplies, tools, materials, and non-personal services necessary to install 19-gauge heavy duty bird netting with ¾” grid openings in a manner that mitigates current bird, rodent, and reptile issues as defined in this Statement of Work (SOW). The work shall be conducted at the Combat Arms Training and Maintenance (CATM) Weapons Main Cleaning Area of Building 952, which is located on Joint Base San Antonio (JBSA) Chapman Annex, TX, within the CATM Complex. The Government shall be responsible for moving tables and other equipment that are in the way prior to the arrival of the contactor. The contractor shall contact Mr.

1.2. Building Layout.
This facility is a single-story facility that is open on all sides allowing for easy access of necessary equipment, such as lifts, ladders, etc. The dimensions for this structure are approximately 70’ W x 140’ L x 23’ H to the highest point and approximately 10’10”H from the ground to the lowest point of the ceiling of the structure. The facility can be driven up to from the east or west end of the structure for unloading of equipment. The Government will ensure both parking areas, on the east and west side of the structure, are clear of any vehicles to allow the contractor access to the area without blocking fire lanes. See Attachment 5 for an image of the ceiling composition.
1.3. Installation.
Offerors shall inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.
All work shall be completed at building 952, CATM Weapons Main Cleaning Area. Installation of three sheets of approximately 50’ x 70’ bird netting shall be trimmed to size and installed at an angle of the pitch to follow the ceiling rafters. After installation, this system shall deny access to all species of birds to the rafters, which in turn shall mitigate rodents and reptiles. Zippers shall be utilized to mitigate current obstacles, such as the 12 light fixtures, 2 ceiling fans, and speakers. \

1.4. Delivery.
The contractor shall be responsible for off-loading items from delivery vehicles and shall provide any additional equipment to accomplish the task. The contractor shall also be responsible for ensuring all safety precautions and measurements are established and maintained in the area being worked on.
There is not a loading dock at this structure, however, equipment and materials can be directly unloaded at the structure. See Attachment 5 Layout Install Pest Control Netting for Bldg 952 for setup of parking area. There is not a temporary storage area for materials or equipment at building 952.
1.5. Address.

1.6. Site Maintenance.
The contractor shall maintain work areas in a neat, clean, and safe condition. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian in the work area. The aforementioned materials shall be removed from the site by appropriate means daily. Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. Storage of materials shall be coordinated with the customer. The contractor shall be responsible for freight, unpacking, delivery and inside installation.
1.7. Site Clean Up.
The contractor shall also remove packaging materials from JBSA-Lackland AFB, TX and shall be responsible for any refuse containers needed for trash and packing materials. Lastly, the contractor shall be responsible for returning the facility to its original state prior to installation and repairing any damage caused by the contractor’s personnel or equipment.
1.8. Site Program Manager/Point of Contact (POC).
The contractor shall designate an on-site project manager as the Site POC for individual projects. The Site POC or alternate(s) shall be available during normal duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
1.9. Hours of Operation and Special Conditions.
Normal work hours are 7:00 a.m. through 4:00 p.m., central daylight time (CDT), Monday through Friday, exclusive of Federal holidays. At the option of the Government and with approval of the Contracting Officer, work may be permitted on Federal holidays, weekends, or after 4:00 p.m. at no additional cost to the Government.

1.10. Warranty.
Manufacturer and Standard Commercial warranties for individual pieces shall be provided along with contact information as well as any operation manuals.
2. Testing.
The contractor shall provide a turnkey product over to the Government which should not require the Government to perform maintenance or repairs.
3. Acceptance.
Upon completion of the work, the structure and surrounding area shall be subject to a final acceptance by Mr.
Detra Whitfield and/or Mr. Michael Sherburne and a Contracting Officer and/or designee.
4. Records Management.
"The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements)".
5. Contract Management.
No changes in or deviation from the scope of service shall be affected without a modification executed by the Contracting Officer authorizing such changes.
