QUESTION 1 - In the Sanitation Industry contractors differentiate themselves from their competitors by using their own color or color scheme of toilets, in PAR 1.1 of the PWS it States “All portable chemical latrines shall be beige or tan” this gives a decisively unfair economic and financial advantage to the one and only small business sanitation company in the San Antonio with this color scheme because, it would cost over $250,000.00 for a small business to purchase all beige or tan toilets, As well as potentially inflate costs on the Government/Taxpayer because of this, with this in mind will the Government change PAR 1.1 to State “All portable chemical latrines shall be of the same color scheme” as it did in its earlier solicitation dated 8 June 2012 for the Ft Sam and Camp Bullis PWS?
ANSWER 1 – Requirement for beige or tan units stays as is written in the PWS. Current contract at LAFB was awarded to a contractor that did not have requested color scheme at time of award. Contractor was able to comply by the start of the period of performance without a cost increase to the government. This proves there should be no unfair economic or financial advantage to any one contractor.
QUESTION 2 - In PAR 1.4.4 and PAR 1.4.5 it states “The contractor shall ensure waste disposal vehicles and operators are present to service units and stock hand sanitizer dispensers as directed by the COR throughout both days. The contractor shall furnish all necessary personnel, supplies and equipment to sustain operations for a large number of visitors each day.” When referring to large special events such as the Air Show and Fiesta, however there is not a line item(CLIN) for this service or estimated quantities listed. Will the Government please provide a line item (CLIN) for this along with the estimated quantities?
ANSWER 2 – Quantities for the special events are covered under the on-call CLINs. Example: Airfest FY13 is covered by CLINs 1002AA, 1003AA, 1003AB and 1003AC; Airfest FY15 is covered by CLINs 3009AA, 3010AA and 3010AB. Fiesta quantities are also built into the on-call CLINS.
QUESTION 3 - What is the value of the current contract per year?
ANSWER 3 - The information is proprietary information and contractors have previously objected to its release under the Freedom Of Information Act (FOIA) office requests on that basis. Basically, the offerors need to develop their proposal based on the information contained in the solicitation.
QUESTION 4 - Is the scope of work the same for this contract as the previous contract?
ANSWER 4 - The consolidation of the Joint Base San Antonio installations (Fort Sam Houston, Lackland, Randolph, Camp Bullis and Canyon Lake) is the only major scope change. Previous contracts were separate.
