About this file

This document is a Questions and Answers (Q&A) sheet related to a solicitation for Three EOD Range Open Trailers. The solicitation is being issued by the Department of the Air Force Air Force Sustainment Center (AFMC) at Hill Air Force Base.

The key details are:

  • The trailers are required to transport ATVs and UTVs on rough terrain including salt flats, dirt roads, and saltwater levies. Specifications include tandem 7k electric braked axles, 14-ply radial tires, 5/16" couplers, 8k lb drop foot jack, DOT standard LED lights, spring-assisted bi-fold gate, 18-24" side railings, and steel tread plate decking.
  • The final date to submit questions was 03 June 2024 at 0900 MST, and the deadline for quotes was extended to 06 June 2024 at 0900 MST.
  • The trailers must be bumper pull style with a 2 5/16" ball receiver/coupler. A lowboy style trailer would not meet the required clearance.
  • The government does not have blueprints available from the previous contractor.

Vendor question:

o 1. Can we get more pictures of the trailers you currently have from the front both sides and back?

Yes, they are included at the bottom of this sheet.

o 2. Are there any blueprints provided to the government from the previous contractor? We don’t have blueprints.

o 3. What kind of pigtail is the government requiring for wiring for the lights and trailer brakes? 7 Pin Connector.

o 4. Does the contractor have to be NATM certified? They just need to be DoT/DoD compliant, NATM was the easiest standard we found that seemed right. Honestly, they just need to make a trailer that can be registered and pass requirements to be given a VIN.

o 5. The SOW says “two 5/16 Couplers.” Is this correct? Not two 5/16th couplers, but a 2 5/16th inch ball receiver/coupler.

o 6. Is only one jack needed? Only one jack is needed, we don’t need to level the trailer at all. If they want multiple jacks… we really wouldn’t prefer that. We just need the jack at the tongue of the trailer.

o 7. With the holiday weekend, can the deadline for quotes be extended? Yes, the CO has extended the deadline to June 6th at 0900 MST. The RFQ was amended to reflect the new date.

o 8. It does not specify if bumper pull, or gooseneck is needed? It has to be bumper pull. It specifically states in the trailer dimensions (Ball Size: 2 5/16”) o 9. Will a low boy style trailer work? It will be 102" wide with fenders that can be driven over? A low boy style trailer probably wouldn’t work. It requires enough clearance for our mission which most low boy styles are too low.

o 10. Is a straight deck preferred? Yes a straight deck is preferred.

Replace the Live Document verbiage above with "Final Document: Date and Time" (should match the date and time written on the RFQ.

o 11. After reading the spec sheet and terrain for intended usage I am questioning if this deck over model/Type trailer would be better suited for application versus the Railed type between axle flatbed trailer? As long as it meets the clearance and utility requirements we will be fine. For reference see attached pictures of our current use trailers. Regardless we need railing even if it is added to a flatbed or deck over trailer to ensure the ATVs/UTVs aren’t driven off the trailer for safety reasons.
