About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). The FDOT is seeking to install flagpoles and lighting at the White Springs Northbound and Southbound Weigh Stations in order to comply with Florida Statute 256.13, which requires the FDOT to fly the POW-MIA flag year-round at each rest area along the interstate highways in the state. The FDOT has identified Akea, Inc. as the single source provider for this work, as they are currently performing building renovation and site work at the same locations, which requires similar concrete and electrical work. The FDOT is requesting information from prospective vendors regarding their ability to provide these services by 5:00 p.m. (EST) on Monday, April 4, 2022.
The estimated cost for this project is $37,807.00. The FDOT has determined that Akea, Inc. is the sole source for these services, as bringing in another contractor would result in duplication of efforts that are already underway. The contract term is from the date of execution through September 30, 2022.

Commodity or Service Required (commodity class and group, manufacturer, model, and description, as appropriate):
72154042: Flag pole erection service
Quantity or Term (as appropriate): Upon contract execution through September 30, 2022
Requestor (division, bureau, office, individual, as appropriate): Bryan Hubbard, Motor Carrier Size and Weight
Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The Department is seeking to add flag poles to the White Springs Northbound and Southbound Weight Station to conform to state statute as follows – F.S. 256.13 requires the FDOT to fly the POW-MIA flag year round at each rest area along the interstate highways in this state. The truck comfort stations have been included into the rest area inspection manuals and all associated procedures. The Department has deemed it necessary to bring the comfort facilities up to the same design as a rest area. The flag poles will be capable of flying 3 flags as outlined with the current rest area inspection manual.
Intended source (vendor, contractor): Akea, Inc.
Estimated Dollar Amount: $37,807.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): Akea, Inc is currently performing work for the White Springs Building Renovations (Northbound and Southbound). The work Akea is performing requires concrete work and electrical work such as the replacement of the concrete walkways around the comfort stations as well as upgrading the bollard lighting. Brining in another contractor to install the flag poloes, which will include the installation of lights to illuminate the flag pole in accordance with the current FDOT policies, would require duplication efforts that are already underway by Akea.
