SECTION 2: STATEMENT OF WORK
The Successful Contractor shall furnish all necessary labor, materials, equipment, transportation and supervision required 1) to mobilize staff and equipment to upper elevations of Mount Hopkins using one-lane gravel or unpaved roadways; and 2) to execute projects to build, repair, or modify existing sites and facilities belonging to the Smithsonian Institution. The type of work to be performed under this contract includes, but is not limited to demolition, site work, utility work, and concrete construction.
The successful Contractor shall be expected to satisfy all of the requirements set forth in Contract
Documents in Task Orders issued under the awarded contract.
The Smithsonian's Astrophysical Observatory and related facilities are located at the summit of Mt.
Hopkins, at an elevation of 8550 ft. The observatory is reachable only through Mt. Hopkins Road. For this reason, The Smithsonian considers the identification of a contractor qualified under this RFQ to be critically needed for its mission and operational continuity throughout the year.
The subject road is currently monitored and maintained by the Smithsonian to accommodate travel by
SAO research faculty, staff, students, contractors and to some extent members of the public. Telescopes are sited on the summit peaks and most prominent ridges adjacent to the summit. The Visitors’ Center, repair facilities, and basecamp are located lower down the mountain at the 4500 ft level. SAO activities on Mt. Hopkins require daily access to and from its facilities at base camp up to the summit to conduct basic operations, research, and educational activities that form its core mission. For more information please review Mount Hopkins #184 Scenic Drive, at https://www.fs.usda.gov/recarea/coronado/recarea/?recid=25762.
The surface of the subject road is uneven and 24% grade in some sections, outside the anticipated capability of drivers, standard vehicles, and pedestrians. The road is unpaved in many areas and a single lane in width. Landing mats are located along the last four miles of road at an elevation of between
7800 and 8400 feet above sea level. All vehicular traffic going up and down the mountain js monitored via radio intercommunication to prevent collisions. The drive from base camp up to the summit takes approximately 45 minutes at the rate of 10-15 mph under sunny, dry conditions. The road is hemmed by numerous vertical drops of up to 1300 ft. Fall protection consists only of guardrails and landing mats in selected areas.
Severe weather is commonplace on Mount Hopkins above the 4500 foot elevation level and wears the road at an accelerated rate. High winds, rain, snow, and lightening/thunder storms create a continuous flow of debris that must be cleared daily to permit routine staff traffic up the mountain. Slippery gravel deposits, broken branches, fallen trees and small washouts in the road require daily clean up and mailto:Erricksone@si.edu https://www.fs.usda.gov/recarea/coronado/recarea/?recid=25762 removal efforts by SAO maintenance staff. Occasionally, large rocks or boulders obstruct traffic on the mountain and cause cracks or faults in the road.
Historically, the monsoon season starts on July 7th but it can be late or early by as much as two weeks, usually ending in mid to late September. During monsoon, lightning storms prevent use of the telescopes.
Summer rains often cause rocks to fall on the road or even landslides. The snow line is typically around
6000 feet but on some occasions Mt. Hopkins road gets snow all the way down to the Visitors Center, as much as 10 to 15 snow days at the ridge and summit each winter. Severe road conditions prevent access as a function of dangerous conditions due to icing when the snow melts. Chains are required on vehicles during winter snow events; only 4x4 vehicles are permitted past the 12.5 km mark during slick road conditions precipitated by snow or rain.
The subject road is not designed for use by the public, but is used by the public under the terms of the
Coronado National Forest's Motor Vehicle Use Map per 36 CFR 212.51;
It is the responsibility of the user to acquire the Motor Vehicle Use Map (MVUM) . . .designation of a road, trail, or area for motor vehicle use by a particular class of vehicle under 36 CFR 212.5 should not be interpreted as encouraging or inviting use or implying that road, trail or area is passable, actively maintained, or safe for travel.
Motor vehicle use, especially off-highway vehicle use, involves inherent risks that may cause property damage, serious injury, and possibly death to participants. Drive cautiously and anticipate rough surfaces and features, such as snow, mud, vegetation, and water crossings common to remote driving conditions.
By your participation, you voluntarily assume full responsibility for these damages, risks, and dangers.
Take care at all times to protect yourself and those under your responsibility.
Large or heavy vehicles needed for the transportation of civil construction materials are extremely difficult to operate under these conditions.
Mt. Hopkins is located in Coronado National Park and as such, the home of black bears, mountain lions and other protected wildlife. The Smithsonian has issued a protocol for walking between summit structures that requires pedestrians walking from parking areas and dormitories to the summit to wear a harness and clip themselves to guardrails in high winds.
Minimum requirements for submitting a statement of qualifications are as follows:
A. Five (5) years of experience providing the relevant scope of work in the capacity of a facilities, infrastructure, utilities construction services company.
B. Relative proximity. Any contractor must be located within 50 miles driving distance of the Visitors
Center Building, located at 670 Hopkins Road, Amado, AZ 85645. For the purposes of this document, driving distance is defined as a distance no longer than 50 miles as measured by a map based direction application Google Maps, at https://www.google.com/maps/dir.
C. All project teams must include either in-house or via subcontract a Civil Engineer licensed in the State of Arizona for providing engineered drawings as required by the work order.
D. At least three (3) comparable projects from the past five (5) years, with at least one of them completed.

https://www.google.com/maps/dir

Qualifications are demonstrable through your prior completed projects in Past Performance (Part III) and Capabilities (Part IV) sections of the Qualification Statement
(as described more fully below). Meeting the Minimum Requirements described herein will not guarantee prequalification. Offerors demonstrating the most comparable Past Performance and financial capability to perfrom shall be considered for pre-qualification status. • Read this package carefully to make sure you understand what is required.
• Complete the entire Statement.
• Provide your information on the attached forms or in the same format.

Any additional Comparable Experience submitted that exceeds the minimum requirements for
Comparable Experience will be counted towards the Non-Comparable Experience points.
