Questions and Answers

1. Reference: Statement of Work, section 1.0, which states the 150 blade hours are usable throughout the CONUS. As aviation vendors has aircraft basing locations at selected locations, this will require the aircraft repositioning from a vendors basing location to the requested performance location for parachute operations.

a. Question-1: Can aircraft roundtrip repositioning/ferry hours and onsite airlift blade hours at a performance location be invoiced from the same 150 Blade hours projected?

b. Answer: Yes, the repositioning/ ferry hours will be billed as blade hours within the projected 150 blade hours.

c. Question-2: Can projected parachute operations performance locations be identified?

d. Answer: Most of 4th Reconnaissance parachute operations take place in the vicinity of San Antonio, TX, Atlanta, GA, and Alameda, CA. However, we do on occasion conduct operations at locations that we cannot project at this time.

e. Question-3: Are single day or concurrent multiple airlift days projected per request?

f. Answer: Yes, 4th Recon will notify the vendor and submit a projected schedule prior to the operation. However, due to unforeseen circumstances 4th Recon may have to change the schedule and projected airlift days prior to the operation commencing.

g. Question-4: If multiple day, concurrent airlift days, are projected for one performance location, how are vendors required to capture aircrew travel costs IAW the JTR rates.

h. Answer: Vendors are required to capture aircrew travel costs within their blade hour rate.

2. Reference: Statement of Work, section 4.5, which states Overnight Storage Facility – Vendor shall provide or find suitable storage location.

a. Question-1: Is overnight storage required for USMC equipment or is this directed toward contractor aviation equipment?

b. Answer: This is directed toward contractor aviation equipment.

3. Question: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

a. Answer: This is an open competitive solicitation for a follow-on contract.

4. Will blade hour include reposition from base and back ? We did not see a provision for repositioning in the CLIN

a. Answer: Yes, the repositioning/ ferry hours will be billed as blade hours within the projected 150 blade hours.

5. Will Night ops be required as these rates are different for night or day ops. CLIN do not make provisions for that.

a. Answer: Night Ops will be required at the same blade hour rate.

6. Please clarify “CARB Approved” CARB approves only Part 135 Air Carriers but DoDI 4500.53 Annex 6 ,do allow for Part 91 aircraft which are not CARB approved. SOCOM has recently came out with a directive to use only Part 135 Air Carriers but nearly all units have been given letters of exception until Feb 2020. This RFQ is through Jan 31st 202.

a. Answer: If CARB-approved certificated carriers are not reasonably priced and reasonably available for intrastate or foreign operations, other commercial operators may be used, provided they have been inspected by trained MILDEP representatives and approved by the MILDEP designated approval authority.

7. If we depart our home drop zone next to Fort Bragg NC we need a CLIN for Ferry Fees, Hotels, and Rental car. Or, will all the training be provided at our home drop zone?

a. Answer: The repositioning/ ferry hours will be billed as blade hours within the projected 150 blade hours. Vendors are required to capture aircrew travel costs within their blade hour rate.
