About this file
This is a Memorandum for Record from the 732d Air Mobility Squadron (AMC) at Joint Base Elmendorf-Richardson, Alaska documenting salient characteristics for a federal procurement requirement.
The 732d AMS requires the purchase of 4,500 gallons of Arctic Blend Lavatory Fluid in a single shipment with a desired delivery date of 01 December 2026. The requirement must be invoiced prior to 30 September 2027 to comply with Transportation Working Capital Fund (TWCF) Guidelines. The product is an approved aircraft lavatory fluid governed by AFI 24-605 Vol 2, specified as non-corrosive, potassium-free anti-freeze/anti-icing lavatory fluid with deodorizer in ready-to-use liquid form for winterized lavatory flushing operations. The fluid must maintain functionality in external storage tanks at extreme cold temperatures down to -50 degrees Fahrenheit (historic average low in Fairbanks) and at both Anchorage and Fairbanks locations. The fluid will be stored in a 10,000-gallon external tank, and a dilution schedule for summer temperatures up to 90 degrees Fahrenheit is required. The delivery company must possess a 3-inch quick-disconnect fitting with hose and pressure valve capable of transferring liquid directly into the tank.
