JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY
The Contracting Activity is the Operational Contracting Flight, AAC/PKOB, Eglin AFB, FL 32542-6862. This is a justification for Other Than Full and Open Competition. Purchase Request Number is F1T3BX1213A001.
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
This requirement will be awarded as a new contract, firm-fixed-price to Replace/Upgrade Transmitter Filament Regulators 1&2. These efforts will provide all necessary equipment, materials, installation and integration services coordinating with the regulator power supply manufacturer Pacific Power Solutions (PPS). This requirement is to retrofit/upgrade five each of the 10 existing government owned PPS brand power regulators and replacing five each of the remaining PPS regulators under GSA contract pricing that directly support the Eglin AN/FPS-85 Space-Track Radar system. Included in this requirement is the upgrade of portions of the facility’s electrical distribution system that supports this regulator system upgrade. Equipment, installation and integration services will be performed through PPS’s installation contractor Panhandle Power Solutions, LLC, 1114 E John Simms Pkwy, P.O. Box 232, Niceville, FL 32578-2204, POC Joel Williams, (850) 830-5358.
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
The 20th Space Control Squadron requires a conditioned power system to accomplish and insure clean, steady and reliable power to accurately track over 20,000 objects in space. The current Regulator system equipment does not produce reliable power to protect the AN-FPS85 Space-track Radar Transmitter Filament Group by failing to provide adequate voltage ride-through capability in order to sustain the radar system during power surges or voltage sags. As part of this power system upgrade, the project will purchase and replace five (5) each of the site’s Power Pacific Solutions (PPS) model 3060-MS/M3235 regulators and upgrade the remaining five PPS model 3060-MS/M3235 units so that all 10 units are configured to the model 3060-UMS/M3235 configuration. To support this new equipment configuration, the project also requires site support equipment upgrades to include the purchase and replacement of a 800 amp bypass isolation switch/panel, a 600 amp input bus-way and all associated feeder/branch circuit wiring. The requirement includes all labor, materials, testing and commissioning for a complete and operable power supply system to support the transmitter filament group.
The Independent Government estimate is . Period of performance for this contract will be 180 days. 3400 appropriations will fund this effort.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION
10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
The requirement is for the upgrade of the AN-FPS85 Space-track Radar Transmitter Filament Group power regulator as specified in section III replacing and upgrading the Radar System’s existing Power Pacific Source (PPS) Regulator System components and associated power support equipment. The Power Regulator System is being purchased with existing units upgraded from PPS (the equipment manufacturer) through Panhandle Power Solutions LLC (their factory certified installer and distributor for the southeast region). Panhandle Power Solutions LLC is the only authorized installer the manufacturer uses to remove/install their equipment and still honor their equipment warranties. Panhandle Power Solutions LLC has approved PPS work standards, systems knowledge and experienced support personnel to meet the manufacturer’s installation warranty requirements and interface directly with the manufacturer for systems integration and product warranty issues. Therefore, this acquisition will be for the continued procurement of specialized products and service. No other equipment manufacturer is authorized to upgrade PPS equipment or can provide equipment that is totally compatible and interchangeable with other PPS installed components used on the Eglin Radar System.
Power Panhandle Solutions LLC has the clearance, knowledge, personnel, equipment and supplies in place to perform this installation in a manner that will not impact mission capability and the installation will be seamless to the customers. Their prior extensive knowledge of the site’s electrical and mechanical support systems, the existing PPS Power Regulator System and other critical space-tracking radar support systems for this one-of-a-kind radar system provides them knowledge others would not have.
The 20 SPCS believes that award to any other source would result in unacceptable delays in fulfilling the Air Force’s requirements in converting to a completely new regulator system produced by a different manufacturer would be incompatible with the radar site’s existing power regulator system and require extensive upgrades and modifications to other critical facility electrical and software support system equipment beyond what is required by this effort.
Accordingly, Panhandle Power Solutions, LLC is the only firm capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.
