I. Contracting Activity.

AFTC/PZIOAA, Base Operations Support Division, 308 West D. Ave BLDG 260, Eglin AFB, FL 32542

II. Nature and/or description of the action being processed.

This requirement will be accomplished by a new firm-fixed price contract for Pilatus PC-6 Transition flight courses.

III. Description of supplies/services required to meet agency needs.

This requirement is to purchase Pilatus PC-6 Transition flight courses, Flight time and flight instruction.

The total estimated value of this contemplated contract is . POP is 2 Feb 2019-28 Feb 2019. Type of Funds .

IV. Statutory authority permitting other than full and open competition.

10 USC 2304(c)(2), as implemented by FAR 6.302-2, and required by FAR 6.303-2(b)(4).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Operational Aviation Detachment (OAD) 7BT91 has been tasked by USSOCOM to conduct JCET 19-3026F, TEAK TORCH 2019, with Royal Thai Air Force (RTAF) units in and around Prachuap Khiri Khan, Thailand. The JCET's focus is on bilateral training of Combat Aviation Advisor (CAA) mission essential tasks lists (METLs) accomplished through flight operations on (AU-23/PC-6) aircraft with the required support functions. Due to the RTAF delaying the Pre-deployment Site Survey (PDSS) and planning conference, the OAD was unable to set up the training dates earlier for this training. This unique situation and mission timeline driven by the US Embassy, Partner Nation and USSOCOM requires us to expedite our training requirement. Team training must commence NLT 2 Feb 19 for the operation to be successful. The training was scheduled for 2-26 Feb 2019. The training dates are unable to be adjusted due to the flight instructor leaving the country immediately following training for an unknown amount of time. The inability to conduct this training will result in mission failure.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market Research was conducted. The 711 SOS researched all available alternative sources to support this requirement;

Legacy Warbirds, LLC is the only source that can provide this training in the constricted timeline and meet the requirements for the mission. Legacy Warbirds LLC, is the only vendor that currently offers a Pilatus PC-6 Porter FAR Part 61 training program in the United States. The only other vendor that recently offered training was KBFS (asubsidiary of S3); KBFS discontinued that training program in 2016.

Procuring this service support agreement through Legacy Warbirds is critical to our mission to prevent mission failure.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer anticipates the cost to the Government is to be fair and reasonable based on price analysis in accordance with FAR 13.106-3. All proposals will be evaluated by the government technical representatives prior to award.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research for this acquisition included both Google and GSA Advantage searches to determine if another contractor existed that could provide the required training that met the Government's requirements, as well as, matching the technical capabilities and meeting the short timeline. None were found. Legacy Warbirds LLC, is the only vendor that currently offers a Pilatus PC-6 Porter FAR Part 61 training program in the United States. The only other vendor that recently offered training was KBFS (asubsidiary of S3); KBFS discontinued that training program in 2016.
