About this file

This document is a Request for Quote (RFQ) for a Deployable Automatic Number Plate Recognition (ANPR) Speed Camera system. The Air Force Test Center at Edwards Air Force Base has a requirement for a solar-powered, portable ANPR system capable of capturing clear photos of speeding vehicles. The RFQ specifies the desired equipment, including a Bosch 7100IR camera, 512GB SD card, deployable tripod, 2kW solar power kit, and deployable enclosure. The RFQ is set aside for small businesses under NAICS code 334290 with a size standard of 800 employees. Offers are due by September 18, 2024, and the government will award a firm-fixed-price contract to the responsible offeror whose proposal is most advantageous based on price and other factors. The estimated delivery is 90 days after receipt of order or by December 30, 2024.

Text version

1. What will be the typical distance between the ANPR camera and the vehicle license plate? We would like the ANPR camera to have the same/similar capabilities as the Bosch 7100 IR, as called out in the RFQ.

2. For CLIN 0003, should our focus be solely on mounting the ANPR camera, or is the expectation to install the entire solar power kit? Yes, the solar power kit should be installed to be portable, and hassle-free, if we need to relocate it.

3. In addition to the ANPR camera, will there be any other electrical loads? We would like to understand the reasoning behind the need for a 2KW solar system in this context. The Speed Camera will be operating 24/7, so we need the 2KW solar system to always keep it operational.

4. Will there be any other equipment or items within the enclosure? If so, could you provide more details? Also, should the enclosure be suitable for outdoor conditions, or is it intended to be installed inside an indoor facility? No, just what was quoted, and the equipment is expected to be in outdoor conditions.

5. The RFP mentions a statement of requirements (SOR) dated 11 September 2024 for specifications and acceptability criteria. We have not found this document. Is it the same as the PDF attachment on SAM.gov? Type-O, just salient characteristics which are listed, no SOR.

6. How will the USAF determine when a driver exceeds the speed limit? There will be posted speed limits prior to the vehicles approaching the speed Camera

7. Will the installation/system be permanent, or is the USAF looking for a temporary setup that can be moved between locations? We would like the whole system to be portable so we can move it from one location to another.

8. Depending on your response, me, we may need additional time to design and price theequipment. Could we request an extension to accommodate this? Yes, we will extend the Q&A and the RFQ by one day each.
