About this file
The document is a Statement of Requirements (SOR) for a KC-46A ARO/Receiver/Engineering Virtual Reality Simulator for the 418th Flight Test Squadron at Edwards Air Force Base. The comprehensive simulator system requires virtual reality rendering of both an Air Refueling Operator (ARO) station and a receiver aircraft pilot station, with realistic controls, interfaces, and aerodynamic modeling. The system must include an engineering station interface, a server to merge interactions in a virtual environment, and a communications system that integrates all stations in a closed-loop network.
The related federal contract opportunity is a Request for Information (RFI) seeking market research to identify potential contractors. The RFI, issued by the Department of the Air Force Materiel Command Test Center, requests interested offerors to submit a 3-page information package by 4:00 PM PST on June 24, 2025. Respondents must provide company details, experience, business size classification, and be capable of fully supporting the requirement. The potential NAICS code is 336413 "Other Aircraft Parts and Auxiliary Equipment Manufacturing" with a small business size standard of 1,250 employees. This is a market survey only, with no contract to be awarded from this synopsis and no reimbursement for response costs.

STATEMENT OF REQUIREMENTS
KC-46A ARO/Receiver/Engineering Virtual Reality Simulator
The 418th Flight Test Squadron requires a system that renders interactive and realistic Air Refueling scenarios for test and training composed of the following components:
1. Virtual reality rendering and physical user interface of a KC-46A Air Refueling Operator (ARO) station. Station will be representative of actual aircraft systems, with primary controls and interfaces performing in a realistic and accurate manner.
1. Virtual reality rendering and physical user interface of a KC-46A receiver aircraft from the receiver pilot station. Station will be representative of actual aircraft handling characteristics, with primary controls and interfaces performing in a realistic and accurate manner.
1. Physical interface of the 418th FLTS special instrumentation pallet in the Air Refueling Certification (ARC) configuration for use by 418th FLTS Flight Test Engineers (FTEs) and Disciplined Engineers (DEs). The contractor must work with the 418th FLTS engineers to develop a workable replica of the functionality at the engineering pallet.
1. Server which merges interactions between the ARO station, receiver pilot station, and engineering station in a virtual environment with realistic physics modeling for the purpose of training test-specific Air Refueling maneuvers. Server shall have no requirement to connect to commercial internet.
1. Communications system which integrates the ARO station, receiver pilot station, and engineering station in a closed loop communication net, to allow for the replication of communication patterns of airborne 418th FLTS ARO, receiver pilot, FTEs, and DEs.
1. Accurate aerodynamic models to describe the motion of the boom and receiver aircraft.
1. The ability to integrate the system with other similar systems across the USAF.
1. The system should be able to integrate with the software used by the current 418th FLTS engineers (IADS).
The contractor should be required to:
1. Be able to transmit and receive CUI information securely.
1. Provide required system updates through physical or secure means.
1. Require no sustainment costs.
1. All system components shall fit into a single-story, 30-foot by 20-foot area.
1. All system components shall not draw more than 60Amps of power total.
