About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document dated March 2026 for a contract valued under $10 million. The contracting activity is AFTC/D2Z7F, with certifications dated 23 April 2026 signed by both the Contracting Officer and Technical and Requirements Personnel.

The acquisition seeks a vibration control and excitation system to support calibration and functional testing of accelerometers and dynamic sensors. The system will replace broken and obsolete test equipment while expanding existing vibration test capability and maintaining full compatibility with current laboratory calibration processes and software. Required supplies include a P/N 9704 Vibration Test System with specified hardware components (VR9700P signal processing unit, VR9704 analog inputs, VR10UT analog output), software modules (VR9100 SINE I, VR9103 HIGH-FREQUENCY SINE I, VR9106 accelerometer calibration verification, VR9200 RANDOM I, VR9300 SHOCK modules), calibration certificate, three-year hardware warranty, and user training seminar. The justification also identifies two additional shaker systems: a P/N NVR4044 44 lb-f shaker system and a P/N VR5200HF 13 lb-f high frequency shaker system, each with specified technical parameters and capabilities.

The contracting officer justified other than full and open competition under 10 U.S.C. 3204(a)(1), citing that only one responsible source exists. Market analysis determined that Vibration Research and The Modal Shop are the only two manufacturers producing laboratory reference standard vibration testers, with only Vibration Research offering systems meeting the Air Force's requirements. The justification notes that existing infrastructure uses proprietary hardware and software incompatible with competitors' systems, requiring development of new test profiles, data formats, and calibration procedures if switching vendors. Future acquisitions will pursue competitive solutions while maintaining compatibility with existing laboratory infrastructure.
